The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.
The Bureau of Coastal Resilience (BCR) was created in October 2023, fulfilling a major initiative in Mayor Adam’s PlaNYC strategy aimed at addressing the risks of current and future coastal flooding in New York City.
The Bureau of Coastal Resilience’s vision is for a vibrant, healthy and safe coastal environment that allows people and businesses to thrive in the face of a changing climate – and specifically to, sea level rise, high tide events and storm surge. This requires a holistic, forward thinking, inclusive and equitable response to the risks of coastal flooding and an integrated approach to watershed management. BCR will develop and implement strategic planning initiatives and will be responsible for the operations and maintenance of coastal infrastructure assets along NYC’s 520 miles of shoreline. BCR is committed to a coordinated approach to planning and response across NYC agencies, while working closely with community and partners.
BCR is seeking to hire a Coordinator, Capital Planning (“the Coordinator”) who will report to the Director, Capital Planning and will be part of the team responsible for managing near-term and long-term capital projects, infrastructure design review, and grant management (participating on grant proposal writing, execution and reporting). The Coordinator will conduct design reviews on behalf of BCR, with a particular focus on ensuring coastal infrastructure contemplates both engineering and holistic urban resilience goals for the bureau. It will be critical for the Coordinator to work closely with other DEP bureaus and city agencies, ensuring consensus prior to finalizing designs. This is a critical role to ensuring coordination across the Planning, Engineering and Operations teams within the BCR, and will assist in the identification of opportunities afforded by city agency’s planning initiatives.
The Coordinator, Capital Planning will be tasked with:
Apply strong organization and project management skills in order to manage multiple tasks and complex systems.
Review design drawings for coastal infrastructure projects and ensure compliance with existing regulations and policies.
Coordinate comments from other DEP bureaus and city agencies.
Attend meetings with the US Army Corps of Engineers relating to coastal storm risk management projects and support BCRs engagement on Section 8106, which allows for inclusion of multiple forms of flood risks into USACE designs (including stormwater/inland flooding, groundwater etc).
Support the Director in the coordination of DEP design reviews for existing USACE projects including: South Shore of Staten Island project and the Rockaways Bayside project, coordinating multi-agency input on design, engineering and implementation; ensure DEP utility assets are considered appropriately in designs.
Coordinate meetings as needed with subject matter experts, internal and external partners.
Establish and maintain effective working relationships with other NYC agencies and other bureaus within DEP.
Strong written and verbal communication skills and a responsive and customer service driven attitude is an important asset for this position.

Minimum Qualifications
- A baccalaureate degree in environmental, chemical, mechanical, petroleum, aeronautical, or materials engineering from an accredited college or university and one year of full-time satisfactory experience in environmental engineering work; or
- A baccalaureate degree in environmental, chemical, mechanical, petroleum, aeronautical, or materials
engineering from an accredited college and master’s degree in environmental engineering from an accredited college.
A master's degree in environmental engineering from an accredited college can only be used to substitute for one year of full-time satisfactory work experience in environmental engineering.
Preferred Skills
The successful candidate will be a self-motivated individual with advanced communication skills, a solid working knowledge of project management procedures and holistic urban resilience. GIS skills are an asset for this position.
