General Responsibilities
Under the leadership of the Director of Budget, this position is responsible for providing leadership and direction for budget related operations. Key responsibilities include coordinating the development of the Superintendent's Estimate of Needs and annual Operating budget; recommending and administering budget procedures; evaluating budget requests; position management and school allocation management. Additional duties include conducting research; preparing reports; developing policy recommendations; preparing and implementing the annual operating budget.
Essential Functions

- Coordinate and plan for development of the Superintendents Estimate of Needs and School Board budget.
- Coordinate and input budget requests; review and analyze all budget requests and program proposals.
- Assist the Chief Financial Officer and Director in making recommendations to the Superintendent and the School Board.
- Recommend and administer budgeting procedures; advise on required budget controls and cost-saving measures.
- Administer the distribution of all fund allocations to the central office and schools at the beginning of the new fiscal year.
- Oversee the preparation of documents to track expenditures by program and line item on a quarterly basis for the operating budget.
- Recommend and authorize routine unbudgeted expenditures.
- Ensure the development and maintenance of a position control system.
- Ensure maintenance of a database for all budgeted items for the operating budget and categorical grants.
- Ensure maintenance of spreadsheets to calculate proposed expenditures and revenue.
- Oversee the preparation of budget documents for distribution to the School Board, City Council, and school system groups.
- Analyze and present information on proposed state and federal legislation that impacts revenue.
- Maintain positive working relationships with financial officials in the city and Virginia Department of Education.
- Participate in budget conferences with administrators and represent the school administration on a variety of committees and task forces.
- Supervise the work of the financial management specialist and budget analysts.
- Perform related work as required.
Knowledge, Skills, And Abilities
Comprehensive knowledge of public-school budgeting principles, practices and applicable laws, along with school division and school-based administrative operations. Proficiency in the use of financial management and budgeting software including spreadsheets and databases, is required. Ability to develop and present complex ideas effectively; strong verbal and written communication skills; and the capacity to establish and maintain effective working relationships with school and city officials, as well as a broad spectrum of staff.
Education And Experience
Required: Bachelor's Degree in Business Administration, Finance, Accounting, Public Administration, or a related field, OR a bachelor's degree in any field combined with relevant professional experience in financial analysis, budgeting, or fiscal management, preferably in a role such as budget analyst, financial manager, or a similar position. Must have a minimum of 3 years' experience in budget management, financial planning, or a related field.
Preferred: Experience in the public sector, particularly in education. Master's Degree in a business-related field.
Physical Requirements
Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public using the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls. Frequent sitting, walking, grasping, fingering, repetitive motion, and reaching. Occasional standing, bending, stooping, and crouching. Ability to lift up to 20 pounds occasionally. Requires timely and regular adherence to established work schedules.

Salary will be based on job-related creditable years of full-time, verified work experience. Entry-level salary will be awarded at the time of hire. Upon the return of employment verification forms from the candidate's current and previous employers, the salary will be adjusted if creditable full-time experience is confirmed.
