Project Overview
Thacker Pass is the largest known lithium resource in the United States and the next large-scale lithium mine. The project has all permits required to commence construction, which is expected to start in 2023. Engineering design and procurement of long-lead equipment is underway, with early works being coordinated. This project falls under the Lithium Americas umbrella of Lithium Nevada Corporation (LNC). Project site is located ~3 hours northeast of Reno at the southern end of the McDermitt Caldera in Humboldt County, NV, and ~25 miles from the Nevada-Oregon border (or ~1 hour northwest of Winnemucca, NV). The Project will be developed as an open-pit mining operation using conventional, continuous mining equipment. Given the soft, clay nature of the deposit, minimal blasting and crushing is anticipated. The ore will then be processed in a leaching circuit using sulfuric acid to liberate the lithium from the claystone. Following the leaching process, the lithium bearing solution will be purified using crystallizers and reagents to produce battery-quality Li2CO3. The Thacker Pass site has a flat and expansive terrain which allows for a very compact footprint and for future potential expansions. Bechtel will have responsibility for the full EPC/EPCM scope.
Job Summary
Responsible for the support and guidance to Construction Managers, Site Managers and field personnel in (sub)contract matters. Responsible for the formation of Standard Work Process Procedures and other tools for (sub)contract administration. Develop training materials, disseminate information for field (sub)contracts personnel and performs Field Operations Reviews. Maintain a working relationship with the Construction Site and Area Manager, Responsible Manager of Contracts and other Functional Managers.
Major Responsibilities:
* Participates with the project team in defining and developing the scope of Contracts work, and in preparing and coordinating Contracts plans, procedures, schedules, estimates, forecasts, and budgets.
* Contributes Contracts input to the preparation and/or modifications of the project's prime contract.
* Prepares and/or directs preparation of commercial terms and conditions for use on all project contract and purchase documents, ensuring that requirements of the prime contract are incorporated.
* Monitors project Contracts work hour expenditures, including field and support offices, to ensure operations are within approved budgets.
* Evaluates changes, prepares appropriate revisions to the work hour budget, and secures required approvals.
* When assigned by the global business unit Manager of Supply Chain, prepares, coordinates, and submits Contracts input to business development proposals, soliciting input from global business unit Contracts Manager for operations.
* Develops, coordinates, and makes Contracts presentations to project and/or customer personnel.
* Requests and prepares any necessary delegations of Contracts authority for Contract commitments.
* Determines and secures necessary approvals and monitors project Contracts staffing plans.
* Coordinates personnel assignments with global business unit functional managers.
* Ensures assigned personnel receive annual performance reviews, orientation and training, particularly in project-unique requirements.
* Prepares or directs preparation of the project Contracts procedures in conjunction with global business unit functional management; contributes to the project procedures; monitors the Contracts team's implementation of the project procedures; revises procedures and secures approvals as necessary.
* Drives the development of the project execution plan, Supply Chain Assignment Schedule and division of responsibility to define project, field and support office roles and responsibilities.
* Coordinates Contracts plans with Engineering and Construction plans and Operations to ensure that input from these functional groups will enable Contracts to perform its operations in accordance with project plans.
* Reviews commitment recommendations in accordance with Contracts policies and procedures, approving those within delegated authority.
* Monitors and evaluates performance of assigned project Contracts personnel.
* Reviews evaluations with global business unit functional managers and the global business unit Manager of Supply Chain.
* Following concurrence and signature of the reviewer, conducts annual performance reviews with assigned personnel.
* Collaborates with responsible Contracts managers on personnel development planning for assigned personnel.
* Evaluates, advises, and acts to assure the availability of and the participation in development techniques, such as training and rotation to work assignments in other functions of Contracts.
* Issues project Contracts status reports to Project and global business unit management.
* Plans and directs the orderly closeout of Contracts operations, including destaffing, settlement of claims and back-charges, and resolves punch list items assigned to Contracts.
* Prepares, assembles, and issues a Contracts historical report for inclusion into the project historical report.
* Prepares and edits presentations describing Contracts methods, trends of lead times, prices, or other relevant information within Contracts' scope of activities.
* Makes presentations to units of Bechtel, customers, supplier organizations, or trade associations.
* Manages the Subcontract for a contract of high risk or complexity.
* Develops and implements a Subcontract Management Program for the project consistent with the Standard Work Process Procedures and the Subcontract/Contract Management Guidebook.
* Analyzes the subcontract commercial terms and conditions to highlight areas of risk such as ambiguities, conflicts, or deviations from the scope of work.
* Makes recommendations to the Site Manager on the mitigation of these risks and closely monitors and supports remedial actions and recommend appropriate tradeoffs.
* Develops and manages appropriate mechanisms to monitor compliance with subcontract terms and conditions.
* Works with the other Project Team members to ensure that Bechtel or customer related actions or inactions which could result in constructive subcontract changes are identified and make recommendations on their resolution.
* Develops and manages procedures to recognize and identify subcontract claims as they develop and manage the timely resolution under the change provisions wherever possible, obtaining claims and legal expertise as appropriate.
* Maintains a working relationship with Construction, Engineering, Procurement, Legal and Risk.
* Management to facilitate organizational interfaces between those performing subcontract management.
* Provides Site Manager with reviews and analysis of the subcontract financial data.
* Adheres to subcontract insurance provisions and to ensure implementation of any requirements in this regard with Regional and Corporate Risk Management personnel.
Education and Experience Requirements
* Requires bachelor's or master's degree (or international equivalent) and 15+ years of relevant experience or 19+ years of relevant work experience.
* Possesses extensive knowledge of (sub)contract management functions and work experience of a progressively responsible nature.
* Receives direction and guidance from management to ensure the consistent application of Bechtel standards and procedures on all jobsites.
* Requests appropriate support when required.
Required Knowledge and Skills
* Working knowledge of engineering/construction industry contracting practices and Bechtel policies, procedures and work practices.
* High level of experience in developing contract types, fee arrangements and contract terms.
* High level of experience in developing and recommending potential solutions to contractual problems to management and negotiating the same.
