Job Description

Project office based in Guinea, Africa

  • Understand and administer contracts to ensure the obligations and responsibilities are met in a timely, accurate, effective, and compliant manner.
  • Prepare and organise construction package tender documents.
  • Arrange to issue tender document and manager the tender process.
  • Document all the tender clarifications and conduct tender evaluations.
  • Organize price, terms, and conditions negotiations with preferred bidders.
  • Prepare the request for Approval to award the contract.
  • Issue letter of Award upon Approval and arrange kick-off meeting.
  • Issue letter of appreciation to all non-successful bidders.
  • Review claims to establish responsibility, prepare variations and extensions of time and organise approvals.
  • Problem solve contractual queries and offer well thought out solutions for consideration.
  • Coordinate/chair contractor meetings, take minutes and follow up action items to ensure they are closed out.
  • Measuring and assessing payment claims. Ensuring invoices are approved and paid.
  • Manage the resolution of contract inconsistencies and/or changes in terms and conditions via coordinated discussions and liaison with project management.
  • Assist with expediting and logistics by regular contact with suppliers and working through any issues with them.
  • Ensure insurances and securities are valid and maintained.
  • Work closely with cost control, scheduling, expediting, doc control and construction supervisors and managers.
  • Visit the construction site and attend progress meetings to understand progress, construction issues, minimise risk and promote safe work practices.
  • Develop initiatives to improve internal processes and procedures.
  • Report on periodic bases on contractual performance
  • Any other duties as assigned

Qualifications

  • Minimum 10 years’ experience in relevant contracts administration and management role.
  • A recognised Degree Qualification in Commerce, Quantity Surveying, Engineering or related fields.
  • Ideally project experience in mining, infrastructure or downstream sectors.
  • Substantial experience working within a Contracts, from an Operator and/or EPCM or Contractor perspective.
  • Ability to demonstrate attention to detail.
  • Team player with the ability to work with minimal supervision.
  • Strong skills in analysing tender submissions and making recommendations to award Effective written skills (e.g. drafting concise award recommendations, drafting contract correspondence and variations)
  • Strong influencing and negotiation skills with excellent communication skills and ability to manage multiple work packages and interface with internal customers.
  • Excellent communication, both verbal and written, and co-ordination Chinese and English skills.
  • Standard industry software skills are essential.

Note : potential candidate with less working experience will be consider for intermediate role.
