The Contracts Manager plays a critical role in federal contract management and administration, delivering full lifecycle support from proposal through closeout. This role ensures compliance with the Federal Acquisition Regulation (FAR), corporate policies, and government audit standards, while supporting internal stakeholders across delivery, finance, and business development. The Contracts Manager provides guidance on contractual terms, leads negotiations, supports pricing and cost estimating, and ensures proper documentation, reporting, and property accountability. The position will also oversee supplier management, support Joint Venture (JV) operations, and provide policy input and training to staff.

Specific Responsibilities

  1. Contract Management & Negotiation
  • Review, analyze, and respond to RFPs, RFQs, RFIs, and similar solicitations.
  • Draft, negotiate, and manage agreements (NDAs, teaming agreements, prime contracts).
  • Lead contract negotiations and resolve disputes.
  • Serve as the primary contract liaison for clients, suppliers, and partners.
  1. Contract Administration & Performance Management
  • Administer awarded contracts throughout their lifecycle: execute modifications, exercise options, and process extensions.
  • Monitor deliverables, milestones, and performance metrics to ensure compliance with contract terms.
  • Coordinate with project managers and delivery teams to track scope, schedule, and budgets.
  • Maintain contract files, logs, and records in the Contract Management System for audit readiness.
  • Oversee contract closeout activities, final accounting, and lessons‑learned reviews.
  1. Delivery Team Support
  • Advise delivery teams on contract requirements, compliance, and scope execution.
  • Coordinate task order launches and ensure deliverables meet contractual obligations.
  1. Supplier Management
  • Manage subcontractor selection and negotiation per FAR Part 44.
  • Monitor vendor performance, flow‑down clauses, and compliance.
  1. Joint Venture (JV) Support
  • Provide contract administration and compliance oversight for JV initiatives.
  • Align responsibilities and governance between Steel Point and JV partners.
  1. Financial Management & Audits
  • Collaborate on budgeting, cost estimating, and project accounting.
  • Ensure alignment of contract terms with financial systems and reporting practices.
  • Support DCAA/DCMA audits and corrective action implementation.
  1. Compliance & Risk Mitigation
  • Identify and communicate contractual risk areas.
  • Ensure adherence to FAR, DFARS, SBA (8(a), WOSB, HUBZone), and internal policies.
  • Enforce accurate timekeeping and cost allocation per FAR 31.201‑2 and FAR 52.232‑7.
  1. Training, Policy, & Collaboration
  • Draft and update contract policies and procedures.
  • Train staff on best practices, risk management, and policy compliance.
  • Partner with Delivery, Finance, Legal, and Business Development teams.

Qualifications & Skills

  • Bachelor’s degree in Business, Finance, Contract Management, or related field (Master’s/JD preferred).
  • 10+ years of federal and commercial contract management, including post‑award administration.
  • Deep expertise with FAR (including Parts 15, 31, 32, 44) and supplemental regulations.
  • Experience administering options, modifications, and contract closeouts.
  • Strong RFP analysis, proposal pricing, and negotiation background.
  • Proficient in Contract Management Systems (e.g., Unanet Contracts Module).
  • Familiarity with DCAA/DCMA audit standards and SBA small‑business programs.
  • Excellent communication, organization, and multitasking skills.
  • U.S. citizenship required; ability to obtain security clearances.


The salary range represents a general guideline; however, Steel Point Solutions considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Salary Range

$120,000 - $145,000 USD
