Summary

The Lansing Board of Water & Light has an opening for a Construction Project Manager IV-V in our Project Engineering Department, located in Lansing, MI.

Job Type: Full-Time

Starting Salary Range:
$101,876. - $125,358.

Position Summary:

The Construction Manager is responsible for the success of capital projects with a focus on the construction phase. The Senior Construction Manager’s main role is communicating, coordinating, and supporting the project team during the construction phase to successfully execute the contract as documented in the drawings and specifications. The Senior Construction Manager’s secondary role is to support the project team during planning and design for constructability review, and advising on sequencing, permitting, coordination, and potential risks during the construction phase.

Essential Functions:

  • Applies advanced industry knowledge to oversee contracted and internal capital projects under consultative direction. Fully owns workload and priorities. Makes independent decisions and resolves problems, with accountability.
  • May lead small projects through the entire lifecycle with assistance. Builds positive relationships with business owners.
  • Works closely with the Project Manager to proactively manage project related issues, with particular emphasis on those that may affect safety, constructability, scope, schedule, and/or budget. May act as Authorized Representative on construction contracts.
  • Establishes and maintains relationships with local regulatory authorities in a construction management capacity.
  • Ensures compliance with contract documents during the construction phase. This includes requiring proper documentation for all contract changes and review of pay applications.
  • Effective construction managers shall have a background that includes a balance of construction, technical, and practical skills and experience that allow them to analyze a construction site, read contract documents, identify problems or constraints, and make appropriate recommendations that support continued project progress and quality.
  • Mentor's other employees including less experienced Construction Managers, Project Managers, and project team members. Gives constructive feedback.
  • May be involved in contract negotiations. Gains an understanding of broader business implications.
  • Prepares technical reports based on data interpretation with recommended actions and insights.
  • May give presentations to internal and external groups.
  • May serve in a support role at local public forums and meetings.
  • Successful candidates shall possess interpersonal skills such as leadership, team building, motivation, communication, influencing, decision making, political and cultural awareness, negotiation, trust building, conflict management, and coaching.
  • Required to follow BWL Safety Manual and wear personal protective equipment. Conducts comprehensive BWL Contractor Safety Orientation for contractor and subcontractor personnel at each jobsite, in accordance with BWL Safety procedures. Experienced in the requirements of the MIOSHA Construction Safety Standards as they apply to construction activities.
  • The Construction Manager shall be able to review project specifications and design drawings and advise the Project Team on site access, constructability, and safety issues.
  • Participation in the continuous improvement of the Asset Management System and Work Management processes.
  • Predictable and reliable attendance.
  • Other duties as assigned by supervisor.

Required:

Job Specifications:

  • Bachelor’s degree in construction management, Engineering, or other related field from an accredited college or university; or equivalent combination of education and experience. Education is secondary to experience for this position but will be considered when the candidate is on the lower end of the experience requirements.
  • This position requires educating less experienced team members, both construction and project managers as well as project stakeholders.
  • Proficient at managing contract documents, reading plans and specifications, and enforcing contract requirements.
  • Professional Memberships/Certifications of related field.
  • Knowledge of production plants, including coordinating work while the plant operates, lock out tag out, hot work permits, etc. Or experience with transmission distribution system assets in the right-of-way including utility location, coordination with government entities, traffic control, etc.
  • Excellent written, oral, and interpersonal communication skills, with ability to effectively communicate with technical and non-technical audiences.
  • Must have experience with Microsoft Office and be able to learn specialized construction management tools (E.g., Unity, Procor, etc.) Possesses proficiency with fundamental collaboration tools for real-time communication.
  • Must have valid MI driver's license with an acceptable driving record.

Preferred:

  • Holds Certified Construction Manager (CCM), Project Management Professional (PMP), or similar certification/license.
  • Strategic planning on large, complex projects requiring foresight in resource allocation, timeline adjustments, and high-level risk management.

Additional Requirements Based On Level:

CM IV:

Required:

  • Must have a minimum of eight years of related experience in construction management, capital project management or utility projects, with a minimum three years' experience with managing and enforcing construction contracts.

Essential Functions:

CM V :

  • Act as a mediator to resolve disputes with construction contractors, ensuring a collaborative approach to problem-solving.
  • Engages with community members and local regulatory authorities to address concerns and promote transparency of capital projects.
  • Gains an understanding of broader business implications. Provide recommendations on legal contracts related to constructability, permitting, and other areas within the preview of owners representative.

Required:

  • Must have a minimum of ten years of related experience in construction management, capital project management or utility projects, with a minimum five years’ experience with managing and enforcing construction contracts.

Preferred:

  • Advanced contract negotiation skills.

Must be able to remain in a stationary position for the majority of the working day. The person in this position needs to occasionally move about inside the office environment including the use of stairs. Constantly operates a computer, and other office equipment. Ability to adjust focus, especially due to concentration on a computer screen. Must communicate frequently with other departments and employees both verbally and in writing. May need to lift and carry up to 30 pounds and/or position the body to reach items on the floor/below knee level or reach overhead. The person in this position needs to occasionally move about in industrial environments, and uneven terrain. May be required to recognize small numbers, letters, symbols, colors on prints, and/or operate field instruments/equipment.

Works in temperature-controlled office environment, with occasional work in outdoor weather conditions, and in industrial environments.

Must successfully complete a background check, a substance screening and a physical (if applicable).
