Under general supervision of the County Engineer, develops, coordinates and monitors infrastructure construction and maintenance projects, including project review and site inspection services, and performs technical work including design, drafting, costs estimating, bidding, and record keeping.
Who We Are
The County Public Works Department is responsible for the following divisions or areas of services.
- Public Works Administration
- Roads, Bridge, and Sign Divisions
- Vehicle Maintenance
- Solid Waste Division
- Building Maintenance Division
Public Works Administration oversees the administration and financial operations of all programs, services, and projects of the Lewis and Clark County Public Works Department.
The Road, Bridge, and Sign Divisions are responsible for maintaining County roads and bridges. During the winter they provide County residents with snow removal services such as plowing and sanding. They oversee the design and reconstruction of existing roads and bridges, perform maintenance projects such as pothole repairs, chip seals, striping, signage, safety modifications, drainage, and storm water improvements.
The Vehicle Maintenance Division is responsible for the operation and maintenance of County vehicles. This includes large equipment such as graders, backhoes, loaders, snowplows, dump, patch, and water trucks. They also perform light vehicle maintenance on pickups and sedans.
The City of Helena Solid Waste Division is responsible for the management of the Lewis and Clark County Landfill, the Marysville Container Site, the closed Scratch Gravel Landfill, and represents the Department of Health on the Lincoln and Augusta Solid Waste Boards.

Requirements
The knowledge, skills, and abilities are typically acquired through a combination of education and experience equivalent to graduation from a four (4) year college program in engineering, architecture or construction related field plus two (2) years of experience relating to construction project management including contract administration and inspection of infrastructure (streets, sewers, curbs and gutters), and/or code enforcement. Experience may be substituted for education on a year-for-year basis. Project coordination experience under the direction of a professional engineer is preferred. Experience with construction materials testing or engineering is preferred.
Summary
Duties
- Develops, coordinates and monitors infrastructure construction and maintenance projects, including project review and site inspection services;
- Prepares road maintenance cost estimates;
- Develops solicitations and determines material quantities for ongoing road maintenance;
- Assists with development of construction bid specifications;
- Evaluates bid responses and assist with contracting, verification of certified payroll, and authorization of payments;
- Reviews project plans; monitors and inspects work performed by local contractors, coordinates engineering services for RID construction projects and for newly formed RIDs and maintenance projects for existing RIDs and county infrastructure improvement and maintenance projects;
- Reviews road approach, encroachment and excavation permits, and preforms inspections;
- Assist with tracking and data reporting metrics;
- Coordinates and trains approach certified installations and maintains records;
- Attends subdivision pre-application meetings;
- Develops subdivision comments for the Road Department; research road right-of-way easements;
- Assist with maintain Road Management plan data;
- Assists with collection of GPS data for the road/bridge infrastructure, performs project review and site inspection services;
- Coordinates and participates in project planning and preconstruction conferences and road prioritization planning efforts;
- Attends construction meetings;
- Meets with contractors to review plans and construction activities;
- Recommends and drafts change orders; responds to complaints;
- Investigates code violations; drafts correction notices and orders; maintains inspections logs;
- Performs other duties as assigned.

Special Requirements
Must have a valid driver’s license;
Must obtain Stormwater Pollution Prevention Plan Administrator certification within one year.
Physical Demands
Duties are generally performed in an office environment where hazards and discomforts are controlled and modifiable. Duties require access to project sites where hazardous conditions (including exposure to loud noise, moving equipment, traffic, excavations, and weather) may be encountered. This position requires the ability to bend at the waist, kneel, reach over the head, talk, hear, see, and perform physical labor. Must be able to regularly move or lift documents and materials weighing up to 40 pounds, and occasionally up to 75 pounds. Position requires knowledge and use of typical office equipment including telephone and personal computer. Position requires frequent contact with fellow employees, engineers, developers, and citizens. Position requires travel to other sites for site inspections.
