This position serves as a supervisor and assistant to the section chief, overseeing the operations of the Department’s Program Compliance Section activities in the Early Start Branch. This position will be the primary contact for the California Department of Education (CDE) and Local Educational Agencies (LEAs) program compliance. Under the general supervision of the section chief, the Community Program Specialist III (CPS III) will function as the assistant Chief of the Program Compliance Section. The CPS III will directly supervise staff to direct and manage to local program compliance monitoring activities related to Part C of the Individuals with Disabilities Education Act (IDEA), California’s early intervention program known as Early Start. The CPS III will oversee projects to ensure that California meets federal compliance reporting requirements for the Annual Performance Report (APR). Additionally, this position will lead in providing technical assistance to programs that include regional centers (RCs), LEAs, family resource centers (FRCs), the CDE, and other stakeholders regarding the service delivery of California’s Early Start Program and other related services for individuals with developmental disabilities within the state. The incumbent will also serve as a primary contact for Early Start stakeholders, interagency meetings, and other state departments on compliance-related matters. Collaboration with other sections within the CAYAS division is expected.
The location for this position is to be determined, with availability in Sacramento and Orange Counties.

Working Conditions
This position provides hybrid telework opportunities, with employees required to work in-person at least two days per week. Beginning July 1, 2025, all employees will be required to work in-person at least four days per week in alignment with Executive Order N-22-25 .
Work is performed in an office and/or by telework. Work requires using a personal computer 65-85 percent of the time. Daytime and overnight statewide travel may be required up to 25 percent of working time.

Department Information
The California Department of Developmental Services (DDS) is the agency through which the State of California provides services and supports to individuals with developmental disabilities.
These disabilities include intellectual disability, cerebral palsy, epilepsy, autism and related conditions. Services are provided through state-operated developmental centers and community facilities, and contracts with 21 nonprofit regional centers. The regional centers serve as a local resource to help find and access the services and supports available to individuals with developmental disabilities and their families.

Special Requirements

Processes and protocols in California state government. Knowledge and experience with the regulatory rulemaking process, federal and state legislation, and bill analyses. Proficiency with using Microsoft Office Suite, teleconferencing software, and data analytics.
Ability to : Ability to organize and effectively balance multiple tasks, coordinate and manage concurrent assignments efficiently and independently to meet deadlines.
