General Statement of Duties
Under the direction of the Director of Community and Economic Development, the ideal candidate will have a collaborative spirit, a passion for civic progress, and a talent for turning challenges into opportunities. The Deputy Director will work closely with the Director and cross-departmental teams as they direct, manage, supervise, and coordinate the activities and operations of the Community and Economic Development Department (DCED), including programs and activities to attract and retain businesses for the City; affordable and market rate housing development; neighborhood development initiatives; small business assistance; advance workforce initiatives, incentive monitoring practices and principals; coordinate assigned activities with other divisions, departments and outside agencies; and provide highly responsible and complex administrative support to the Director of the Community and Economic Development Department. This position will be instrumental in assisting the director in ensuring alignment with the city's vision for sustainable economic growth.

Knowledge of:
Operations, services and activities of a comprehensive municipal economic development program.
Concepts, objectives, and methods of planning, land development, and urban design.
Laws, regulations, and policies concerning zoning, land use, and the environment.
Pertinent federal, state, and local laws, codes, and regulations, including legislation and requirements regarding Ohio property tax and income tax incentives and federal entitlement funding (CDBG and HOME).
Creation and usage of community and economic development forms and standard operating procedures by organizations similar to DCED.
Principles and practices of program development and administration.
Methods and techniques of statistical data collection and analysis.
Principles and practices of municipal budget preparation and administration.
Principles and procedures of financial reporting.
Principles and procedures of management systems and reporting.
Principles of supervision, training and performance evaluation.

Required Education and Experience
Each applicant must have a Bachelor's Degree from an accredited college or university in economic development, planning, business or public administration, marketing, or related field. Five years of progressively responsible economic development experience in the public or private sector; or any equivalent combination of education, training and experience.
OTHER REQUIREMENTS
Must have a valid Driver's License.
Working and Physical Conditions
Environmental Conditions:Office environment: exposure to computer screens; visits to construction sites, some travel within the City required.
Physical Conditions: Duties require maintaining physical condition necessary for standing and sitting for prolonged periods of time; manual dexterity; may be required to operate assigned vehicle.

Assume management responsibility for assigned services and activities of community and economic development including company attraction, housing development, neighborhood development and small business assistance.
Manage and participate in the development and implementation of goals, objectives, policies and priorities for assigned programs; recommend and administer policies and procedures.
Monitor and evaluate the efficiency and effectiveness of service delivery methods and
procedures; recommend, within departmental policy, appropriate service and staffing levels.
Provide direction to the in coordinating redevelopment activities; provide assistance to Developers navigating the City's development process and ensure staff within the Department are trained to do likewise
Maintain records and develop reports concerning new or ongoing programs and program effectiveness; prepare statistical reports as required.
Perform contract administration and negotiation functions; coordinate work with vendors, consultants and other outside interest groups.
Prepare a variety of complex correspondence, memoranda and administrative staff reports; coordinate and participate in the preparation of agendas.
Participate in the development and administration of the division's annual budget; participate in the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement adjustments.
Conduct a variety of organization studies, investigations and operational studies; recommend modifications to economic development programs, policies and procedures as appropriate.
Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of economic development.
Serve as staff on a variety of boards, commissions and committees; prepare and present staff reports and other necessary correspondence.
Negotiates contracts between the City, private developers, and/or other governmental entities associated with major, high profile redevelopment projects.
Oversees negotiating processes conducted by Managers and their staff.
Arranges for the services of external consultants and agencies and acts as the City liaison.
Briefs and advises City management and the Mayor and Council regarding economic development projects in person and through written reports.
Implements capital improvement projects by coordinating the work of other department staff, citizen groups, and public and private agencies.
Assigns work to a professional staff, oversees work procedures, and inspects work in progress and upon completion.
Produces management plans including current and critical path schedules for economic development and private redevelopment projects.
Meets and works with citizen committees, special interest groups, non-profit organizations, and neighborhood groups concerning economic development issues and the status of programs.
Develops, implements, and monitors contracts for service.
Establishes and monitors management controls for administrative, program, and fiscal procedures.
Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Advises, coaches, and mentors management and supervisory staff on leadership, training, safety, and disciplinary matters; develops training programs for the Community and Economic Development Department.
Provides effective and positive motivational leadership to Community and Economic Development Department staff members.
Assures that the HUD, CDBG and any and all other related Grant Programs are administered in conformance with adopted federal, state and city policies and regulations.
