Summary

Description A skilled technical and supervisory position responsible for supervision of the day to day Code Compliance operations, enforcing all of the City’s Land development Regulations, as well as Chapter 9A, Nuisance Code, as they relate to property zoning, design, and maintenance standards or other City Code standards. Other duties may be assigned as dictated by operational necessity. Responds to sensitive requests for information and assistance; Makes arrangements for meetings and ensures that proceedings are properly recorded; Supervises the receipt of fees for event permits, applications and assessment of fair share impact fees in compliance with Ordinance. Assists in preparation of the Code Division’s budget and monitors expenditures throughout the year. Reviews and approvals alcoholic beverage permits based on criteria as set forth in the Florida Statutes and the Punta Gorda Code. Oversees Code Compliance staff doing proactive on-site inspection for code compliance, and investigation of complaints based on Chapter 9 Nuisance Code and Chapter 26 Zoning Code. Supervision and training, safety appraisal and discipline of division personnel involved code compliance. Responsible for ensuring the proper organization, maintenance, and presentation of evidence, violation documents, including data, photos, supporting data, in appropriate order in compliance with State statutes. Supervises and reviews the preparation and investigation of Code Enforcement violations culminating in testimony and prosecution before the Code Enforcement board or court. Collaborates with City Attorney in preparing City's cases. Appear at Code Enforcement Board hearings and testify in Code Enforcement cases as needed. Appear in court when necessary to ensure that City codes are adhered to. Supervises daily operations of the Code Compliance division, ensures maintenance of daily and monthly activity logs and year-end statistical data. Meets with citizens groups to provide information regarding the City’s Code and obtain input to address citizen concerns. Oversees the maintenance of Zoning and Code Compliance files; Talks with citizens making complaints or requesting service in person or by telephone, providing necessary information and following through on the resolution of problems; Keeps supervisor informed of details affecting office management decisions; Reviews incoming correspondence, drafting responses on matters for which authority has been delegated; Works with members of the public to reserve various City park locations for private or public functions. Reviews and prepares special event applications for review by the DRC, attends various planning meetings with event organizers to ensure understanding of public safety and other City requirements; Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service. Works as a liaison between the County and public safety offices to ensure addresses geo-verify; updates and adds addresses and locations and corrects addressing errors; Reviews all DRC, building and sign permit applications as to conformance with the City’s Land Development Regulations. This learning takes place mainly in an on-the-job training setting. Able to enter data or information into a terminal, PC or other keyboard device. Able to sort, separate, arrange, file or distribute incoming mail, products or material in prescribed manner. Able to produce written documents with clearly organized thought using proper sentence construction, punctuation, and grammar. Able to work safely without presenting a direct threat to self or others .• Knowledge of effective principles and practices of supervision. Thorough knowledge of applicable state, federal and local laws, rules, ordinances and regulatory standards applicable to the work. Knowledge of enforcement procedures, judicial system, code, and compliance boards. Knowledge of mathematical computation in determination of land areas, distances, unit density and building heights. Knowledge of surveying and construction terminology techniques; ability to read maps and legal descriptions. Ability to exercise judgment and discretion in applying, interpreting and enforcing laws, regulations, codes, and department rules, policies and procedures with firmness, tact and impartiality. Ability to make decisions recognizing established precedents and practices and to use resourcefulness and tact in solving new problems. Strong written and oral communication skills, to include the ability to develop effective proposals, prepare and maintain accurate records and reports. Ability to plan, organize, direct, and appraise the work of professional, technical and administrative support personnel . • Ability to establish and maintain effective working relations with public officials, department heads, representatives of other organizations, peers, subordinates, and the general public Knowledge of investigative principle, methods and techniques, and case management principles for the purpose of preserving evidence and establishing documentation and an audit trail for legal purposes Proficiency with the City Land Development Regulations and Chapter 9A and have a general working knowledge of all other Chapters in the City Code of Ordinances. Systematic, organized, detail oriented with good people skills. Skill in establishing and maintaining effective working relationships with state and county agencies, developers, contractors, and general public. Skill in handling complaints and enforcing compliance with regulations in a courteous, efficient manner. Skill in written and oral presentations. Able to effectively supervise and direct the activities of subordinates. Ability to work independently, and make sound decisions based on established procedures and municipal regulations. Ability to maintain clear and adequate records. Ability to prepare and publicly present reports, documents, and testimony as requested. Ability to determine work priorities. Ability to understand and use the City’s Naviline computer program as well as any other applicable computer programs as needed. Performs basic administrative duties including written reports, memorandums, letters, and electronic correspondence, interaction with others and communication through telephone and meetings. EDUCATION, EXPERIENCE, LICENSES AND CERTIFICATIONS: Graduation from high school, or a GED from a properly accredited institution of learning. Associates degree in office sciences or related field highly desired but not required. Four (4) years clerical experience in a reasonably fast-paced office environment. Two-to three-years of experience in code enforcement work or inspection experience and/or police investigative experience highly desirable, but not required. Any combination of education and experience which provides the requisite mental and communication skills. Notary Public or the ability to acquire a Notary Public's certification required. Must possess a valid Florida driver's license. Must have and maintain certification in the Florida Association of Code Enforcement (F.A.C.E.) certification SUPERVISORY RESPONSIBILITIES: May be required to exercise supervisory authority over other office or clerical personnel.
