JOB REQUIREMENTS: The Civil Engineer, under the administrative direction
of the Director of Public Works, performs engineering support services,
including long-range capital planning, design oversight, plat and plan
review, project management, and construction management for public and
private infrastructure projects in the Village of Oregon. The Civil
Engineer supports a wide variety of projects across Public Works, the
Water Utility, the Wastewater Utility, Parks and Facilities. The Civil
Engineer also provides support to the Community Development Department,
including coordination with the Village\'s Building Inspection team and
assistance in Zoning Code enforcement. The Civil Engineer is a
professional engineer with a broad background in civil engineering
primarily based in municipal environments. As a collaborative
professional, the Civil Engineer works with internal teams, engineers,
the Village Board and Committees, and external agencies both public and
private. The following duties are normal for this position. These are
not to be construed as exclusive or all-inclusive; other duties may be
required and assigned. Public Project Management: Oversees and manages
the design of Utility facilities and major street maintenance
(reconstruction, resurfacing, utility replacement) projects, including
engineering consultant management; engineering design review; and/or the
presentation of plans, specifications and estimates to the Village Board
and/or designated committees. Oversees and manages the construction of
Utility facilities and major street maintenance (reconstruction,
resurfacing, utility replacement) projects, including bidding and
contracting and construction management. Oversees and manages the
design, permitting and construction of major stormwater management
capital and maintenance projects, including but not limited to pond or
drainageway dredging or expansion; and culvert
installation/repair/replacement projects. Coordinates Utility
facilities, major street maintenance (reconstruction, resurfacing,
utility replacement), and stormwater management facilities projects with
external agencies (DNR, DOT, USGS, etc.) Reviews record drawings of the
Village\'s infrastructure. Public Works Administration: Assists in the
completion of Village Utility rate studies to support necessary
adjustments in Water and Sewer Utility user rates. Assists in regularly
updating the Village Water Impact Fee to incorporate current Water
Utility capital needs. Assists the Director of Public Works in the
annual preparation of the Public Works Capital Improvement Plan,
including identifying and proposing street maintenance (reconstruction,
resurfacing, utility replacement) projects. Manages the Village\'s
biennial PASR rating program for roadways. Solicits proposals and
prepares contracts for consultant services and equipment. With
assistance from the Director and Assistant Director of Public Works,
maintains, updates and enforces the Public Works (Ch 8), Municipal
Utilities (Ch 13) and Stormwater Management & Erosion Control (Ch 22)
sections of the Village of Oregon Municipal Code. With assistance from
the Director of Public Works, prepares and maintains the Village\'s
standard specifications for the construction of public infrastructure
(streets, sewers, water main, curb and gutter, etc.). Assists in the
management of the Village\'s Municipal Separate Storm Sewer System (MS4)
permit program, including periodic Village-wide stormwater quality
modeling, illicit discharge detection and elimination, information and
outreach, and other permit requirements. Manages the Village\'s local
Erosion Control and Stormwater Management permitting programs, including
coordination with Dane County Land and Water Resources Department.
Manages the Village\'s Street Opening permitting program. Assists the
Director of Public Works in seeking out and applying for outside
funding/grants to support capital p ojects, including Utility
facilities, major street maintenance (reconstruction, resurfacing,
utility replacement), and stormwater management facilities projects.
Coordinates the use of grant money awarded via these opportunities,
including all required documentation and reporting. Attends the Village
Board and Committee meetings as requested, and supports elected
officials and/or Committee members via the provision of project or
program information, including private development review letters, as
requested. Planning and Community Development: Reviews plats, plan
drawings, surveys and related documents submitted by developers to
assure compliance with the Village\'s Comprehensive Plan and applicable
codes and law. Coordinates with the Village Building Inspector to
address complaints that relate to both Building Inspection and Public
Works, including property maintenance. Coordinates with the Village
Building Inspector to ensure that post-construction standards are met on
private commercial and multifamily sites. Acts as the backup Zoning
Administrator for the Village in the absence of the Zoning
Administrator. Answers questions from the public regarding the Zoning
Code, assists in the enforcement of the property maintenance ordinance,
and assists with zoning permitting as necessary. Attends internal
Planning staff meetings. Miscellaneous Duties: Answers engineering
project, Utility and general Public Works inquiries and investigates
complaints from the general public. Assists the activities of the Public
Works Department, including the Water Utility and Wastewater Utility.
Keeps current in developments in the field of municipal engineering by
attending seminars and meetings, and by reviewing technical journals.
