Summary

CHIEF BUSINESS OFFICER Overview: The Chief Business Officer (CBO) provides strategic leadership and oversight of Mesa Public Schools' financial and business operations, including finance, procurement, payroll, maintenance, nutrition services, and community education. The CBO leads strategic planning efforts, manages district real estate and master planning, and fosters internal and external partnerships. This role ensures transparency, continuous improvement, and compliance with laws and regulations, while serving as a key advisor to district leadership and the Governing Board. Salary Range: $158,000-$192,760 Salary Placement Procedures: Years of experience and administrative experience considered. Performance Pay: Eligible for up to $1,000 annual performance pay Reports to: Chief of Staff Pay Grade: Executive Director-Level II Work Calendar: 12-month position FLSA Status: Exempt Benefits: Sick leave, holidays, matched retirement, and health insurance Performance Responsibilities: * Oversees administration and the operations of financial and business support departments such as finance and accounting, procurement, payroll services, maintenance and operations, food and nutrition, and community education. * Supervises assigned administration and staff to include oversight of hiring and selection, evaluation, and professional development. * Formulates and executes strategic financial initiatives aligned to the district's vision and strategic plans. * Strives for continuous improvement by analyzing data, evaluating systems and timelines, and making necessary recommendations to enhance procedures and strategies. * Establishes short- and long-term strategic goals that align with the district's mission, vision, and strategic plans. * Prioritizes communication and transparency areas of assignment for internal and external stakeholders. Organizes and facilitates the Community Budget Committee. * Represents Mesa Public Schools in communicating and collaborating public agencies, organizations, other district stakeholders, and in unique situations other school districts. * Develops and oversees strategic community and business partnerships. * Manages the district's real estate including the execution of purchase, sale, or leasing of land. * Manages the MPS master planning to include identifying long-range and site-specific facility needs. * Oversees bond preparation and execution of bond sales and projects. Organizes and facilitates Bond Oversight Committee to help drive community engagement in the bond planning process and guide district expenditures when bond dollars are available. * Oversees the district's risk management, ensuring appropriate strategies are in place to identify, assess, and mitigate potential financial and operational risks. * Conducts research in and keeps current of developments in school district laws, rules, and regulations related to business services. * Attends and presents at Governing Board and administrative meetings when necessary. Makes recommendations for policy and procedures. * Acts as information source to the Governing Board, district and school administration, staff, and various stakeholders. * Develops, organizes and recommends fiscal policies, goals and programs for the district. Assumes responsibility for submission of all business services related to federal, state, and local reports as required. * Completes special projects and collaborates with cross-functional design teams as requested by the Chief of Staff and Superintendent. * Performs other duties as assigned. Required Qualifications: To be eligible for this position, an applicant must meet the following required qualifications. Verification of these required qualifications is necessary. * Bachelor's degree in financial management, business administration, or related field. * Three years of financial administration experience in a public school district. Preferred Qualifications: It is preferred that the applicant possess the following qualifications; however, the following qualifications are not required to be eligible for this position. * Master's degree in financial management, business administration, or related field. * Chief Business Officer, Chief Financial Officer, or similar leadership role in a public school district. Working Conditions: * Primarily office-based with standard office equipment. * Travels to various district sites and external meetings. * Potential exposure to moderate noise levels typical of office environments. Physical Requirements: * Ability to remain seated for extended periods. * Frequent use of hands for typing and handling documents. * Occasional standing, walking, bending, and reaching. * Capability to lift and carry items up to 10 pounds regularly and up to 25 pounds occasionally. * Visual acuity for reading and computer work.
