Under general direction, manages all aspects of a single property or portfolio of properties, department wide-programs, or operations. Directs the day-to-day operations for buildings services, and contract management. Plans, develops and implements new methods and procedures designed to improve building services.
Distinguishing Characteristics
This is a job classification within the Management job family. Incumbents in this classification are responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal. This classification functions at the highest-level manager in this program area and reports to a Facilities Management Department Assistant Director or Department head. Has broad scope of operational and staff responsibility.
Duties And Responsibilities
- Responds to occupant needs and ensures that administrative, building, technical, and custodial staff resolve problems.
- Coordinates and supervises the activities of skill craft positions including plumbing, electrical, Heating Ventilation Air Conditioning (HVAC), etc., involved in minor construction, building maintenance, and related activities as well as the activities of Building and Grounds (or Custodial) staff or program.
- Ensures that all services provided to properties are compliant with Federal, state and local laws, Travis County and Facility Management Department policies, procedures, regulations, contractual obligations, and standards.
- Directs subordinate managers and staff, ensuring activities are consistent with policies, procedures, laws, regulations, goals and objectives. Creates opportunities for improved performance, learning and development of staff. Identifies and addresses problems orconflicts.
- Conducts periodic property inspections, recommending and/or approving alterations, maintenance, and reconditioning. Manages inventory and purchases materials and supplies.
- Contracts for and supervises vendor services as required.
- Serves as primary contact with occupant department specific points of contact (SPOCs) and Facility Management Department senior management.
- Develops, controls, and monitors annual budgets for operating and capital expenses, forecasting management plans, and preparing monthly performance reports.
- Evaluates the effectiveness and efficiency of programs, properties, and projects.
- Develops and recommends short- and long-range plans.
- Coordinates activities with other divisions and sections.
- Fosters Travis County and departmental safety culture and enforces safety rules.
- Develops and establishes goals, priorities, and procedures.
- Develops, recommends and maintains long-range planning for building operations and capital renewal.
- Performs other job-related duties as assigned.
Minimum Requirements
Education and Experience:
Bachelor’s degree in business administration or related field AND ten (10) years increasingly responsible facilities operations experience, including four (4) years mid- to senior level supervisory management experience.
Licenses, Registrations, Certifications, or Special Requirements:
- Valid Texas Driver's License.
- Applicants are required to pass a criminal background check for CJIS clearance.
- Applicants are required to successfully pass the background investigation, including fingerprint clearance.
Preferred:
Knowledge of CMMS and asset management software and systems.
Knowledge of:

Work Environment & Other Information
Physical requirements include the ability to lift/carry up to 35 pounds occasionally, visual acuity, speech and hearing, hand and eye coordination and manual dexterity necessary to operate a computer and office equipment. Subject to standing, walking, sitting, repetitive motion, reaching, climbing stairs, bending, stooping, kneeling, crouching, crawling, pushing, pulling, balancing, client/customer contact, squatting to perform the essential functions. Subject to extreme temperatures, outside elements, noise, vibration, contactwithdust,fumesandhazardouschemicals,foulodors,animalandhumanfecalmatter,insectsand rodents.
Travis County employees play an important role in business continuity. As such, employees can be assigned to business continuity efforts outside of normal job functions.
