Summary

Job Description: The Marin City Health & Wellness Center Certified Enrollment Counselor is responsible for the education of the community and County, through various events and forums, about the Affordable Care Act in general, and more specifically services that they may qualify for. The Certified Enrollment Counselor also enrolls applicants into the Covered California and Medi-Cal programs. Essential Duties and Responsibilities: * Access and address barriers to care, real or perceived, to signing up for Medi-Cal, CMSP, Path2Health, Sliding Scale, CCS, Cal-Fresh Healthy Kids, and Partnership Health Plan/San Francisco Health Plan for our patients * Plan and facilitate county-wide educational events to educate the public about the Affordable Care Act * Assess which (current) clinic patients may be eligible for the ACA or Medi-Cal expansion via the Sliding Fee Scale historical information * Enroll applicants into the Affordable Care Act via the Covered California website. * Enroll applicants into Medi-Cal via the Medi-Cal website * Attend community events and seminars to provide information on various state funded insurance plans and programs, as well as health education meetings * Build and retain networks with other community agencies and outreach workers * Ensure the confidentiality of all applications, records, and any information received in written, oral, or other forms * Answer phone calls and questions pertaining to the application or other issues and refer applicants to the proper department or resource agency * Refer applicants, when necessary, to the county Department of Social Services if they need more assistance with complex issues or other programs * Case management of difficult or urgent cases * Data entry of all applications or encounters with patients in Oasis Insight * Punctuality, regular and reliable attendance * Performs other duties as directed, developed or assigned Supervisory Responsibility: N/A Qualification Requirements: Education and/or Experience: * High School Graduate * Certification as an Enrollment Counselor through the Affordable Care Act * Ability to work independently with little or no supervision. * Proficient with Electronic Health Records * English proficiency required; Spanish proficiency preferred * Must be able to meet deadlines, projects and reports as assigned. * Ability to work with staff, management, community, organizations and agencies * Must have a positive attitude, be a team player, and be able to take directions from supervisor * Understands and promote the mission, vision, and values of the health center both in the workplace and in the community * Sensitivity to the needs and situation of multi-cultural population from a variety of income levels * Ability to manage multiple tasks Language Skill: * Must possess excellent organization, writing, and verbal skills * English proficiency required; Spanish proficiency preferred Reasoning ability: * Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Equipment/Machinery: Fax machine, copier, personal computer, telephone, calculator, Microsoft Word/Excel, EHR system, and other software as required. Estimate 30% of time is spent on feet and 70% sitting at desk. * Have occasional need to perform the following physical activities: bend/stoop/squat, climb stairs, push or pull, reach above shoulders. * Have occasional need to perform standing and walking activities. * Constant need to perform the following physical activities: writing/typing, grasping/turning, finger dexterity. * Lifting/carrying over 10 pounds occasionally. Lifting/carrying less than 10 pounds frequently. * Vision requirements: constant need to complete forms, read reports, view computer screen. Frequent need to see small detail. Frequent need to see things clearly beyond arm's reach. * Hearing requirements: constant need to communicate over telephone and in person. Travel Requirements: Frequent need to utilize personal transportation to attend meetings, health fairs, and other events. Work Environment: The noise level in the work environment is usually moderate.
