Sound is seeking a highly skilled CCBHC Program Evaluator to lead and oversee evaluation activities at our Sound CCBHC site. This critical role involves monitoring program performance, ensuring adherence to CCBHC criteria, and analyzing data to inform program improvements. The Evaluator will collaborate with internal teams, leadership, and external stakeholders, including SAMHSA, to ensure the successful implementation and evaluation of CCBHC initiatives.
The ideal candidate is detail-oriented, experienced in program evaluation, and passionate about improving behavioral health services.
This position is located at our Bellevue clinic and is an in-office position.
Responsibilities:
ESSENTIAL DUTIES AND RESPONSIBILITIES
Lead the evaluation and monitoring of CCBHC programs to ensure compliance with SAMHSA requirements and adherence to the CCBHC model.
Develop and oversee evaluation procedures to assess performance in the nine core CCBHC service areas.
Conduct periodic reviews to ensure program fidelity and identify areas for improvement.
Manage data collection workflows, including protocols for National Outcome Measures (NOMs).
Analyze performance data to evaluate program outcomes, disparities in services, and achievement of key goals.
Prepare detailed reports, including quarterly and annual reports, community needs assessments, and documentation for SAMHSA and stakeholders.
Monitor quality of care, including adherence to evidence-based practices and staff training.
Ensure compliance with grants, contracts, and funding requirements.
Collaborate with the CCBHC Program Director, implementation team, and clinic leadership to drive program improvement.
Communicate evaluation findings and recommendations to leadership, SAMHSA, and other stakeholders.
Participate in national CCBHC meetings and maintain alignment with federal guidelines.
Support organizational strategic planning using evaluation findings to enhance service delivery and program effectiveness.

Establishes and maintains positive, ethical, and professional working relationships with Sound team members, clients, and outside organizations. Relates to a wide variety of people including members of ethnic and sexual minority populations and is respectful of individual and cultural differences.
Qualifications:
EDUCATION and/or EXPERIENCE
Master's Degree in a social service or research-related field required.
Proven experience in program evaluation, data analysis, and reporting.
Familiarity with behavioral health services, SAMHSA requirements, and CCBHC, and proficiency in data management tools and systems (e.g., SPARS) models is highly desirable.
Strong analytical, communication, and organizational skills.
Ability to collaborate effectively across teams and with external stakeholders.
KNOWLEDGE, SKILLS & ABILITIES
Extensive knowledge and experience in program evaluation, research, and continuous quality improvement within Systems of Care, including Mental Health, Substance Use, and Co-occurring Disorders, particularly for SMI, SED, and SUD populations.
Demonstrated expertise in evaluating and reporting for SAMHSA or other large-scale government grants, including adherence to complex reporting requirements.
Proven ability to manage grant evaluation processes, including tracking progress, monitoring data, and achieving required contractual performance measures.
Exceptional organizational skills to effectively prioritize tasks, manage competing deadlines, and adapt to the needs of team members, organizations, and communities.
Proficient in utilizing technology for data analysis, report generation, and presentations, with strong skills in Microsoft Office Suite, Tableau, EHR systems, and virtual meeting platforms.
Excellent verbal and written communication skills, with the ability to create and deliver clear, concise summaries and reports to diverse audiences.
CERTIFICATES, LICENSES & REGISTRATIONS
Washington State driver’s license and insurable driving record.
Must pass a criminal background check.
