Job Description
Collin County is seeking qualified candidates to fill the position of Business Systems Administrator. This position is responsible for providing leadership to five functional areas and the records management department, including hiring, training, and performance management. Each area supervised oversees the receipt of documents pertaining to records management and preservation purposes. This position's duties include the creation, use, maintenance, retention, preservation, and disposal of records and recordkeeping. Responsibilities of this position include:
* Monitoring filing and information retrieval systems, including Odyssey, Munis and GOVos that provide automation to preserve the records and documents filed.
* Ensuring all integrated software such as RevQ, Gimmal, Black Ice, TxEver, Slack and Fidlar are maintained and monitored for proper upgrades, implementation, testing, and to confirm integration issues are resolved.
* Serving as a liaison between the County Clerk's office, Information Technology Department, and software vendors on system needs and requirements.
* Overseeing and regularly reviewing operational processes and procedures to maintain alignment and adherence with organizational goals, standards of best practices, and statutory requirements to ensure the proper preservation and management of records.
* Developing and monitoring key performance indicators to track operational performance and business processes to identify areas for improvement in order to document the process of preserving and managing records in the most efficient and consistent manner.
* Preparing and reviewing records control schedules for each department to ensure alignment with the Texas Library of State Archives Commission and the County Clerk's records management plan, including the digital conversion of historical records and access by the public.
* Ensuring all processes for restoring and preserving historical and active records to safeguard the County's history are followed, and all records storage systems, whether electronic or paper, provide necessary protection of essential and permanent records.
* Preparing regular reports, forms, documentation, and correspondence for utilization by for the County Clerk departments to adhere to Texas State Records Retention Schedule for records management.
* Collaborating with cross-functional departments, including Purchasing, Auditor, IT, Records Management, and Budget pertaining to records management and preservation.
* Building and maintaining relationships with vendors and other external partners to support operational needs and fostering strategic alliances regarding data access, records management, and disaster recovery.
* Work is performed under the direction of the Chief Deputy Clerk.
* Performs other duties as assigned.
Requirements:
A level of knowledge normally acquired through four years of college resulting in a Bachelor's degree with a minimum of 5 years' experience or an acceptable combination of education and experience is required. A minimum of three years supervisory experience required. Strong written and verbal communication skills as well as a high level of knowledge in Microsoft Office applications are required. Work requires a strong knowledge of statutes in the County Clerk's organization. Candidates must possess and maintain a valid Texas Driver's License with an acceptable driving record.

Starting Salary: $86,701 per year
