Pay And Benefits
Annual Pay Range: $ 91,032.83 - $ 115,249.47
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position. This position is classified as a Systems Project Analyst.

JOB DETAILS AND QUALIFICATIONS
Clackamas County's Department of Technology Services seeks a data-driven problem-solver passionate about healthcare for vulnerable populations and skilled at transforming complex information into actionable insights. The Business Intelligence (BI) Developer and Analyst will play a vital role in designing, developing, and implementing data solutions that support informed decision-making and improve operational outcomes throughout Clackamas Health Centers. This position requires a strong analytical mindset, technical expertise, and a commitment to collaboration in a dynamic public service environment.
The BI Developer and Analyst will work closely with stakeholders across the Health Centers to gather and interpret business needs, then translate those requirements into efficient, scalable business intelligence solutions. The individual in this role will design and develop Extract, Transform, Load (ETL) processes to integrate data from Electronic Health Record (EHR) systems into the enterprise data warehouse. They will construct and optimize complex SQL queries and stored procedures to ensure data accuracy and performance, while also developing and maintaining dashboards and reports using tools such as Power BI. Additional responsibilities include documenting workflows and data definitions, coordinating testing and production schedules, and training staff in the use of new systems and reporting tools. The BI Developer and Analyst will contribute technical expertise to broader systems design and project planning efforts, participate in forums and stakeholder meetings, and help identify process improvement and innovation opportunities.
The ideal candidate will bring significant experience in writing and optimizing SQL queries and demonstrated proficiency in business intelligence tools and data visualization techniques. A deep understanding of ETL development and data integration from complex systems is essential, particularly in a healthcare or regulatory context. This individual will possess strong communication skills and the ability to present technical information clearly to both technical and non-technical audiences. Familiarity with data governance, compliance reporting, and healthcare information systems will further support success in this role.

Required Minimum Qualifications/ Transferrable Skills:*
- A minimum of five (5) years of related experience in business intelligence development, systems analysis, or data analytics, including significant experience developing complex SQL queries and stored procedures that would provide the required knowledge and skills to perform the responsibilities of this position
- Experience and proficiency with designing, developing, and supporting BI tools such as Power BI, Tableau, or similar platforms
- Experience gathering and analyzing business requirements, translating them into technical specifications, and delivering reporting solutions
- Proficiency in designing and maintaining ETL processes using industry-standard tools and methodologies such as SSIS, ADF or similar
- Proficiency in SQL for designing, optimizing, and managing relational databases to support data analysis and reporting.
- Strong understanding of relational databases, data modeling, and performance optimization
- Ability to communicate technical concepts clearly and effectively to both technical and non-technical stakeholders
- Ability to work early and late hours to meet timelines, provide off-hour upgrade and maintenance, and respond to emergency situations
Preferred Special Qualifications/ Transferrable Skills:*
- Experience working with Electronic Health Records (EHR) systems, especially within Federally Qualified Health Centers (FQHCs) or similar healthcare environments
- Familiarity with the OCHIN network or Epic EHR system
- Prior experience supporting public sector, healthcare, or nonprofit organizations with regulatory and compliance reporting
- Knowledge of data governance practices, HIPAA compliance, and health informatics
- Experience with data warehouse architecture and tools such as Data Bricks, Azure SQL Database or Azure Synapse.
- Demonstrated ability to lead or contribute to cross-functional project teams

TYPICAL TASKS
Duties may include but are not limited to the following:
- Consult with Health Centers' stakeholders to determine business requirements, then analyze, design, develop, and maintain reports and data extracts needed for the monitoring and operation of the health care clinics, as well as report to various internal and external stakeholders.
- Develop complex SQL queries and stored procedures to efficiently extract, transform, and load data from Health Centers' EHR, ensuring accurate reporting. Collaborate with Data Warehouse Developers to design and implement ETL processes that seamlessly integrate data into the data warehouse.
- Utilize appropriate software tools and techniques to analyze systems, design logical solutions, and develop and maintain Business Intelligence (BI) dashboards and applications.
- Develop detailed design specifications, definitions, flow charts, diagrams, performance criteria, and testing methods; write, develop, and document operational procedures for data elements and sources; coordinate systems maintenance, testing, and production runs; devise schedules for implementation; and provide training and technical guidance to users and staff in the use of new or modified systems and procedures.
- Provide technical expertise to Health Centers' projects in determining technology needs, purchasing or building systems to meet those needs, and overall systems design, building, testing, and implementation of the various components.
- Participate in meetings, forums, webinars, etc., with Health Centers' personnel and outside entities to advise on the impacts of changes and identify opportunities for improvement and efficiency.
- Develop business requirements, coordinate between end users and OCHIN as needed, and validate the results.
WORKING CONDITIONS
Frequently works early and late hours to meet timelines, provide off-hour upgrade and maintenance, and respond to emergency situations.
WORK SCHEDULE
This position is included in the county’s alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department’s business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
