Job Description:

The Client is seeking a Senior Backend Developer to develop the management portal of the Digital Skills Screening Tool. This role includes technical analysis, system development, and Agile SCRUM team collaboration within the Client ecosystem.

Responsibilities:

Backend Development & Technical Leadership:

• Develop, analyse, and refine the Digital Skills Screening Tool management portal.
• Lead the technical implementation and ensure seamless functionality within the Client infrastructure.
• Write clean, optimised code, focusing on performance, security, and scalability.
• Manage debugging, testing, and validation to maintain high-quality software standards.
• Lead and coach the development team, ensuring collaboration and efficiency.

Agile SCRUM Methodology & Team Collaboration:

• Participate in daily SCRUM meetings, actively contributing to sprint objectives.
• Work closely with the multidisciplinary team, including product owners, developers, and analysts.
• Ensure alignment with the Agile development principles, fostering an efficient and adaptive workflow.
• Support continuous integration and deployment, ensuring smooth project execution.

Context – Digital Skills Screening Tool Development:

• The Digital Skills Screening Tool is an initiative by the Flemish government to assess and improve digital competencies.
• The tool provides screening tests based on the DigComp framework, covering basic, functional, and advanced digital skills.
• The first version focuses on levels 0 and 1, developed in collaboration with Mediawijs, the Flemish Knowledge Centre for Media Literacy.
• The management module allows administrators to configure new tests, manage questions, translations, and analyse results for policy insights.

Required Skills & Qualifications:

Technical Expertise:

• Proven experience in developing backend applications (Must have).
• Proven experience in leading development teams and coaching developers (Must have).
• Demonstrable expertise in coding, testing, and debugging (Must have).
• Strong knowledge & experience in Agile development methodology, with capability to take a leading role (Must have).

Language Requirement:

• Dutch at European CEFR Level C2 (Must have).

Soft Skills:

• Analytical mindset, capable of solving complex challenges.
• Teamwork-oriented, fostering collaboration and productivity.

Specific Skills:

• Proven experience in HTML5, CSS3 (SCSS/SASS), and JavaScript (ES6+)
• Proven experience in setting up JSON repositories and MongoDB .

• Demonstrable experience in Vue.js development
• Proven experience with REST APIs
• Proven experience with version control software (Git).
• Demonstrable experience working within a Scrum team/Agile environment.
