Health care facilities in California are licensed, regulated, inspected, and/or certified by a number of public and private agencies at the state and federal levels, including the CDPH Center for Health Care Quality (CHCQ) and the U.S. Department of Health and Human Services’ Centers for Medicare and Medicaid Services (CMS). CHCQ is responsible for ensuring health care facilities comply with state laws and regulations. In addition, CHCQ cooperates with CMS to ensure that facilities accepting Medicare and Medi-Cal (in California, Medicaid is referred to as Medi-Cal) payments meet federal requirements. CHCQ also oversees the certification of nurse assistants, home health aides, hemodialysis technicians, and the licensing of nursing home administrators.
Job Description And Duties
This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by supporting the Center for Health Care Quality's (CHCQ) mission to ensure health care facilities comply with State laws and regulations and meet Federal requirements when accepting Medicare and Medi-Cal payments.
The Associate Governmental Program Analyst (AGPA) conducts onsite audits to assess compliance with direct care staffing requirements.
The AGPA independently collects, analyzes, and interprets complex data related to healthcare facility staffing practices and applies regulations, policies, and procedures to evaluate staffing data to make critical determinations regarding facility staffing levels.
The AGPA provides expert consultation to healthcare facilities’ administration and CHCQ program personnel regarding policies and regulations including, but not limited to, the required minimum Direct Hours Per Patient Day (DHPPD) standards.
Teleworking may be available for this position, in accordance with CDPH’s Telework Policy and Procedures.

Eligibility Information
If you are new to California State Service, you must take and pass the examination for this classification to be eligible for hire. Current state employees without transfer or list eligibility must also complete and pass the examination for this classification to qualify for this position.

Telework Information
This position may be eligible for telework up to three (3) days per week and is required to report in-person to the designated headquarters office location a minimum of two (2) days per week. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.
Business travel may be required, and reimbursement considers an employee’s designated headquarters office subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.
