Under the direction of the Program Director or Executive Director, Office of Major Projects the Assistant Program Director, MPO is responsible for the delivery of the programs within the Major Projects Office


The Assistant Program Director, MPO helps oversee and prioritize a collection of related programs/projects to help achieve strategic objectives. They ensure that the program’s goals align with the strategic objectives of the municipality. They collaborate with stakeholders to determine the program’s outcome and vision. The Assistant Program Director also works to define the program’s scope, objectives and benefits.


The Assistant Program Director, MPO will manage various programs to completion, ensuring they are delivered on time, within budget, and to high quality standards. They will lead cross-functional teams, engage with key stakeholders, and drive continuous improvement and innovation throughout the program. They help oversee how resources are used across the program to optimize them and reduce conflicts. They regularly review and monitor project KPIs to see how the program is performing and identify risks at the program level.


DUTIES AND RESPONSIBILITIES:

  • PROJECT/PROGRAM SIZE: $150M - $300M
  • Manages and delivers programs including safety, quality, financial and scheduling of major programs from bid to execution and close-out. Responsible for advanced program/project management activities for complex transportation Capital Projects and programs ensuring that all governing regulations and guidelines are adhered to.
  • Develops, implements, and monitors comprehensive program plans, including timelines, budgets, and resource allocation in coordination with the Program Director, MPO or Executive Director, MPO,
  • Directs contract negotiations including evaluation of large value solicitations with procurement, requests for proposals for preliminary, detail design, construction services, and tenders.
  • Identifies and engages key stakeholders, including clients, partners, regulatory bodies and community members ensuring effective communication plans are established and implemented.
  • Manages program budgets, ensuring financial efficiency and adherence to budget.
  • Manages financial forecasting and reporting, identifying potential risks and mitigation strategies.
  • Directs change management initiatives, including negotiating high value changes and claims and communicates changes effectively to all stakeholders and provide necessary support and addressing concerns and managing expectations.
  • Manages relationships with vendors and contractors, ensuring timely delivery and quality of services.
  • Develops risk management plans including risk impact tolerances and parameters, identifying potential risks and implementing mitigation strategies.
  • Monitors and responds to significant, emerging risks.
  • Ensures programs comply with relevant regulations, standards, and best practices.
  • Maintains accurate documentation and reporting for audit and compliance purposes.
  • Promotes innovation and adoption of new technologies and methodologies to enhance program outcomes.
  • Facilitates post-program reviews, identifying lessons learned and areas for improvement.
  • Organizes program teams, assigning individual responsibilities, and determining resource requirements.
  • Leads the effective management of team by setting and evaluating individual performance targets, promoting diversity and a healthy workplace, demonstrating leadership competencies, respecting HRM human resources practices, promoting teamwork and individual development, and maintaining internal communications.
  • May perform other duties as require


QUALIFICATIONS:

Education and Experience:

  • Technical diploma or undergraduate degree in business administration, engineering, architecture, planning, or a related field.
  • 8 - 10 year’s recent, related experience in project management and facilitating and managing consultation processes with a wide range of partner groups.
  • 3 - 5 years of supervisory experience in complex program management, construction, transportation (or equivalent).
  • PMP (Project Management Professional) certification.
  • A business management credential is considered an asset.
  • Experience and knowledge within the areas of strategic planning and budget creation, oversight, control and reporting.
  • Experience managing complex, multi-stakeholder programs, with focus on results and timelines.
  • Experience in risk management planning and reporting with a focus on transportation infrastructure design and construction.
  • Experience managing and accessing procurement options for contracted services.
  • Experience in a Municipal environment would be considered an asset.


Technical / Job Specific Knowledge and Abilities:

  • Proven success as a project manager and broad knowledge of project management principles, methodologies, and tools and practices.
  • Through knowledge of all aspects of construction; industry practices, budgeting, scheduling, and regulatory compliance.
  • Knowledge of budgeting, program forecasting, and full life cycle costing
  • Knowledge of program management, program management principles and quality control processes applicable to large scale programs.
  • Strong knowledge of program management quality assurance processes including monitoring and evaluation strategies as well as creation and approval of QA/QC policies and reporting procedures.
  • Excellent communication and interpersonal skills including the ability to communicate with a wide range of stakeholders.
  • Demonstrated facilitation, collaboration, consulting and consensus-building skills.
  • Demonstrated understanding of the need for a high degree of confidentiality and discretion.
  • Ability to deal effectively with multiple stakeholders including senior management, the public and elected officials.
  • Knowledge of transportation planning and engineering principles is considered an asset.
  • Advanced presentation skills; must be capable of producing and delivering professional quality reports and presentations.
  • Proficient with software applications including Microsoft Office Suite.

WORK STATUS: Permanent, full-time.


HOURS OF WORK: Monday-Friday, 8:30am-4:30pm, 35 hours per week. Flex options to work outside of these hours and hybrid may be available.


SALARY: MPO3, Non-Union, $130,500-$159,500. Salary will be commensurate with education and years of applicable experience.


WORK LOCATION: 5251 Duke Street, Duke Tower, Halifax. Work location can be changed according to operational requirements.
