The Gambling Regulatory Authority (GRA) was reconstituted from the Casino Regulatory Authority (CRA) on 1 August 2022. GRA is a statutory board under the Ministry of Home Affairs and is responsible for regulating the gambling landscape in Singapore. We protect the people by keeping gambling honest and free of criminal influence, and minimising the harm from gambling. We strive to be a trusted and agile gambling regulator for a safe Singapore.


Job Responsibilities


As Assistant Manager/Manager (Finance Operations) at GRA, you will play a crucial role in managing GRA’s day to day finance operations for all inbound receipts (account receivables) and outbound payments (accounts payable). This includes reviewing and implementing process improvements to achieve effectiveness and drive efficiency in the GRA finance operations and objectives and compliance to whole of government key finance objectives. You will also be responsible for journal processing and management of the general ledger. The role also supports the Assistant Director/Senior Assistant Director for the preparation of monthly management accounting reports and preparation of GRA financial statements.


You will have opportunities to be rotated to other areas of work within GRA, as part of your development as a gambling regulator.


What you will be working on:


1. Finance operations for account payables (outbound payments)

  • Process e-invoices for approval of payments and ensure e-invoices are accurately billed with supporting documents
  • Liaise with officers on all payment relating matters, including but not limited to e-invoices, inter-agency payments, PUBBS payment, corporate credit card payments and automated recurring payments
  • Ensure processing of payments adheres to GRA’s finance regulations, KPIs and whole of government KPIs for on time payments and faster payments
  • Perform monthly audit and analytical checks on claims
  • Support and oversee finance operations through providing timely payment related statistics such as aging reports, addressing and following through on review points.


2. Finance operations for account receivable (inbound payments):

  • Execute billing to entities/regulated entities for licence fees, venue fees and various application fees. Monitor receipt of payment through GRA’s bank accounts and update payment receipt status or failure to pay within payment terms.
  • Review all payment remittance advices to GRA’s bank accounts and account for all in-bound receipts of cash. Propose journals to account for all receipts received that were not through invoicing
  • Liaise with stakeholders and billing entities on all billing related matters
  • Maintain the cash receipt book and execute issuance of receipts for cash
  • Maintain deposit balances for entities (top up, drawdown and closure). Perform monthly reconciliation of deposit balances against ledger balance and provide statement of accounts to entity on the latest deposit balance
  • Perform monthly bank reconciliation for GRA bank accounts
  • Perform the role of Good Receipt Officer for outbound payments


What we are looking for

  • Bachelor's degree in Accountancy, Finance, or related disciplines
  • Minimum 3 years of relevant finance experience
  • Experience in public sector finance function with knowledge of government procurement and finance policies/ guidelines preferred
  • Knowledge of Finance Reporting Standards preferred
  • Proficiency in Microsoft Excel
  • Inquisitive, resourceful and self-motivated with the ability to take initiative
  • Good time management skills and able to multi-task to prioritize key deliverables
  • Positive working attitude, meticulous and organised
  • Ability to work independently as well as in a team
  • Good planning and communication skills
