Assistant HR Manager

Target: Manage and support all-round Human Resources activities and development in Japan based on target system objectives which apply to all HR oriented functions.

Reporting: Direct reporting to Managing Director Japan & functionally reporting to Director

Job Responsibilities

  • Ensure the execution of HR planning and programs through close and good communication with management and division heads which are align with their development strategies and headcount planning in budget.
  • Propose the most effective recruitment strategies for selecting the best-fit candidates to fill the openings for Asia local subsidiaries in an effective manner.
  • Establish and update the job profiles for current & future positions through the close communication with all levels of managers.
  • Ensure the accurate execution of all established compensation and benefits programs e.g. personnel budget, payroll management, incentive schemes, annual merit exercises, employees benefits insurance programs, etc.
  • Establish and maintain an effective performance management system to evaluate the performance of employee and contribution in an objective and fair manner.
  • Partnership with team managers to develop an effective communication system in order to enhance the communication and understanding between management and employees, managers and subordinates in order to develop and maintain a harmonize workshop relations.
  • Ensure to comply of both legal and moral responsibilities of the company through the prevention of discriminatory policies, procedures and practices. This includes decisions in hiring, training, performance and compensation management.
  • Establish and maintenance of all perspectives of human resources and administration policies, handbooks and SOPs in place for timely and efficient referral.
  • Promote a safe and healthy work environment through various means such as training, employee assistance programs, and health and wellness programs, etc.
  • Establish and maintain an effective Human Resource Information System (HRIS) not limited to personnel data management, leaves and attendance, recruitment, training and development, budgeting, etc. which satisfying both cost and operational perspectives to make enlightened human resources decisions and operation efficiency.
  • Establish and maintain an effective training and development system to cope with various needs of individuals, teams and functions which ultimately maximizing their performance for achieving organizational goals.
  • Ensure the effective and efficient execution of all planning and scheduled training activities comply with internal and external policies and standards e.g. Corporate standards, DQS, ISO, 5S, etc.
  • Take up the Project Leader role for regional/globla HR programs as assigned.
  • Supervise and ensure the office administration excellence in all round but not limited to general insurance management, office leasing management, telecommunication management, etc.
  • Other related matters as required by the management.

Requirements

  • Bachelor degree or above or equivalent in Human Resources Management
  • Minimum 5 years of relevant HR operational experience with wide exposure in recruitment, organization entry, staff development and various human resources projects in multinational firms.
  • Experience in training, HRIS (SAP, e-Learning, ESS, etc.) is an essential.
  • Independent, strong communication and negotiation skills.
  • Responsible, quick learner, highly organized, self-motivated and an energetic team player.
  • Good command of Microsoft Word, Excel, Access and PowerPoint.
  • Fluent in speaking and writing of English is a must.
