JOB DESCRIPTION
Job Summary
The chosen candidate will assist the Engineering Department with projects encompassing a wide range of municipal areas and will require both office and field work. The candidate will play an active role in supporting the city government in areas such as: comprehensive planning; data mining and interpretation; economic development; mapping and presentation support; project management, including city construction projects; construction/building plan reviews; zoning; stormwater management; street paving; and responses to city resident inquiries and complaints.
In addition, utilizing Environmental Systems Research Institute's (ESRI) ArcGIS management platform, the chosen candidate will be expected to assemble existing data and develop strategies for updating and maintaining ongoing data collection and mapping efforts for multiple departments as well as manage users, licenses, applications, data agreements, and data visibility through the ArcGIS Online Portal.
This full-time position will report directly to the Engineering Services/Stormwater Director and will often work closely with the City Manager. The position will require the interaction and coordination of multiple municipal departments.
Essential Duties and Responsibilities
* Assist the Engineering Services/Stormwater Director in daily tasks including both field and office tasks
* Assist in managing, collecting data, and generating reports for the City's WVDEP MS-4 Permit
* Assist in the comprehensive planning short and long-term goals developed by the City
* Assist in the planning and implementation of street paving throughout the City
* Generate maps, drawings, and web applications to support multiple departments in projects, presentations, and public meetings
* Actively help departments go paperless through web applications and digitization of forms
* Work with multiple departments including, but limited to; community and economic development, engineering, stormwater, code enforcement, police, fire, public works, and parks and recreation
* Create, maintain, and administer municipal datasets using ESRI ArcGIS platform, both server and online
* Data collection/mining involving both research and field operations
* Printed work products for various departments and projects via large format plotter and standard printers
* Scan and archive maps, plans, and documents, as well as maintain the plotter and scanner system
* Operate and maintain the Augmented Reality Sandbox system
* Provide technical assistance and direction regarding GIS planning and implementation "Esri Roadmap";
* Provide user training and support for GIS related software, hardware, and applications
* Keep up with GIS industry trends and technologies as they relate to municipal operations
* Project a professional, friendly, and positive attitude towards the responsibilities assigned, interactions with colleagues and the general public at all times
Requirements
* Self-starter, who can receive and process anticipated project outcomes, pursue expectations with minimal supervision and achieves success through persistence and hard work;
* Excellent communication skills both verbal and written, with an ability to explain and train others with varying degrees of training;
* Ability to schedule and prioritize work in a dynamic environment where expectations and objectives change quickly;
* Above average competency with Microsoft Office applications including; Word, Excel, Access, and PowerPoint;
* Experience or capacity to learn the use of Global Positioning Systems (GPS) and field instrumentation, e.g., engineering level and rod, tablets, smartphones;
* Willingness to provide support during public speaking events, media requests; including participation when applicable.
* Experience or capacity to learn drone technology and pilot remote aircraft
* Other duties as assigned.
Education, Training, Experience
* Requires a Bachelor's or Associate's Degree
* Minimum of one (1) years of related experience preferred
* A combination of education and pertinent experience may be considered
* Must acquire and maintain applicable industry certifications
* FAA Part 107 License preferred

Position Type/Expected Hours of Work
This is a full-time position. Days and hours of work are primarily Monday through Friday, 8:00 a.m. to 4:30 p.m., 40 hours per week. This position could require longer hours outside the scheduled workday.
Travel
Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected.
Rate of Pay
Salary commensurate with experience.
