JOB DESCRIPTION:
Primary Purpose
The Assistant Director of Transportation manages and oversees bus routes, transportation personnel, and assists the Director of Transportation. Investigates, analyzes, and resolves complex issues as they relate to bus operations among administration, principals, parents, the community, and bus drivers.
RESPONSIBILITIES:
Major Responsibilities and Duties
Transportation Operations
1. Coordinate, manage, and monitor the daily delivery of students to and from school, and extracurricular events in a safe, timely and cost-effective manner necessary to ensure employee and customer satisfaction.
2. Assist the Director of Transportation in the development, implementation, and maintenance of procedures for operating the bus terminal.
3. Assist with the planning of needs assessments related to the transportation operations of the district.
4. Assist in establishing and achieving performance goals aligned with department and district objectives by promoting a strong safety culture, monitoring safety processes and training, and communicating long- and short-range objectives to staff to enhance the operations of the transportation department.
5. Enforce compliance with state, federal, and insurance safety regulations.
Organizational/Community Climate
6. Facilitate effective communication with district/campus personnel, parents, and the community to resolve transportation issues, ensure a safe and positive environment, and promote employee success.
7. Promote high expectations, recognize excellence and achievement, and encourage good attendance for safe driving.
Personnel Management
8. Recruit, select, train, supervise, and evaluate staff and make recommendations on assignment, retention, discipline, and dismissal.
9. Assist in the development of training programs for transportation personnel.
10. Oversee the process and maintenance of all documents required to verify safety certification and alcohol and drug testing of transportation personnel.
Administration and Fiscal/Facilities Management
11. Assist in the development and management of the budget in accordance with budgetary guidelines and district policies.
12. Assist in maintaining current inventory of supplies and parts and recommending purchases in accordance with budgetary limitations and district policies.
13. Assist in overseeing the maintenance for all District owned vehicles and develop plans for preventative maintenance.
14. Resolve operational problems effectively and promptly.
Student Management
15. Support the Assistant Director-Student Discipline with the implementation of the district's student code of conduct and ensuring behavioral expectations pertaining to district transportation are communicated, and promptly investigated and resolved.
Policy, Reports, and Laws
16. Implement, and comply with district policies, State Board of Education rule, state, and federal laws/regulations.
17. Enforce safety standards in compliance with state, federal and insurance regulations and implement a preventative safety program.
Professional Growth and Development
18. Attend professional growth activities/programs as it relates to leadership and transportation needs and trends.
Other
19. Regular attendance at work is essential.
20. Available 24/7 and willing to work irregular hours as needed.
21. Perform other duties as assigned.
EXPERIENCE:
Minimum Experience:
* Three years of management/supervisory experience preferred
QUALIFICATIONS:
Minimum Education/Certification:
* Bachelor's degree from an accredited college or university; OR High School Diploma/GED with a minimum of three years of management experience
* Special training in transportation management preferred
* Valid Texas Driver's License (Class B CDL) with both (P) Passenger and (S) School Bus Endorsements
* Certification of good health as required by the State of Texas, signed by a licensed physician
* Eligible for coverage under the District's vehicle insurance program

* Effective communication and teaching skills in dealing with all stakeholders
* Proficient use of technology to plan, operate, monitor, and evaluate transportation operations
* Strong organizational, problem solving, communication, and interpersonal skills
* Ability to implement policy and procedures
* Knowledge and implementation of state and federal rules, regulations and safety procedures concerning school bus operations
* Ability to assist with the supervision and management of a large vehicle fleet operation

Working Conditions
Mental/Physical Demands/Environmental Factors:
Maintain emotional control under stress. Moderate lifting and carrying (15-44 pounds), reaching above shoulders, use of fingers, walking, operation of a motor vehicle, specific visual requirements (computer, driving), specific hearing requirement (driving, telephone and oral conversations).
Exposure to outdoor and indoor environments with excessive heat, cold, humidity, dampness and/or chilling; excessive noise (intermittent), dust; fumes, smoke, or gases; solvents (degreasing agents), grease and oils, unusual fatigue factors (long hours sitting at computer).
