Posting Summary
Rutgers, The State University of New Jersey, is seeking a Assistant Director of Research Security for the Rutgers Office for Research. As part of the Office for Research, this position will serve as a leader and manage day to day operations of the research security program.
The Office for Research's mission is to support the research, scholarship, and creative endeavors of all Rutgers faculty. The Office accomplishes its mission by convening with academic and research leaders, providing integrated, user-focused resources, services, and tools, and partnering with faculty.
Among the key duties of this position are the following:
* Develops, manages and coordinates university-wide policies and procedures to ensure Rutgers research complies with all research security laws and regulations, which includes the areas of facility security, research data security, international research collaborations, cyber and information security and training for researchers and the wider research community.
* Provides support in training and compliance in research security which includes data security, export control compliance, insider threat programs and the implementation of NSPM-33 and other federal research security requirements.
* Provides support and leadership for secure research infrastructure (SRI), controlled research, international collaboration, foreign travel, and will help facilitate expanding federal disclosure and reporting requirements related to international funding and activities.
* Updates university senior leaders on federal and state regulatory initiatives regarding research security and foreign influence concerns.
* Implements the university-wide research security policies and procedures, ensuring compliance with federal agency guidance and other federal and state regulations.
* Measures research security compliance through annual audits and assessments.
* Collaborates with University IT, Export Compliance and the university-wide research security committee to establish research security goals annually.
* Provides development and support in training outreach campaigns, website content management in research security, and compliance awareness for research security throughout the research enterprise. The outreach and training will include data security, export control compliance, insider threat programs and the implementation of NSPM-33 and other federal research security requirements.
* Evaluates the effectiveness of training through feedback and compliance audits.
* Establishes a system for ongoing monitoring of research activities to ensure adherence to security protocols.
* Provides reports to university senior leaders detailing compliance status, identified risks, and mitigation strategies, with a goal of reducing non-compliance and data security risks.
* Develops a risk assessment framework to proactively identify and mitigate potential security threats.
* Encourages research activities while identifying risk areas and mitigation strategies.
* Assesses research data security breaches and management of research data breach cases.
* Collaborates with IT and research teams to assess and improve the secure research infrastructure (SRI) and establish system security plans.
* Keeps up to date on research security regulations and expectations for system security plans.
* Provides guidance to Research Contract Services and Sponsored Research on research security language in contracts with drafting and negotiation of research security contract clauses with federal and corporate sponsors of research.

Qualifications
Minimum Education and Experience
* A bachelor's degree in research administration, business, cybersecurity or other related field or an equivalent combination of education and/or experience that demonstrates knowledge and understanding of research security regulatory law and how it is applicable to a university setting.
* Minimum of 5 years' experience in academic research security, research administration and compliance.
Certifications/Licenses
* Use of personal vehicle in order to travel for business demands; a valid driver's license would be required for this position.
Required Knowledge, Skills, and Abilities
* Strong project planning and management skills.
* Sponsored research and data security compliance experience in higher education.
* Knowledge of federal export control regulations including those pursuant to EAR, ITAR, OFAC, and National Security Decision Directive 189.
Preferred Qualifications
* 3+ years of experience in implementation of a research security program in a major university or corporate environment; experience developing research security and NIST outreach and training.
* 3+ years of experience engaging with PI's and staff with a motivational style to ensure compliance with regulations and university policies while clearly supporting research initiatives.
* Familiarity with Visual Compliance or similar research security or export control software is highly desired.
Equipment Utilized
* This position must use Visual Compliance screening software, have familiarity with database systems and extensive use of remote meeting environments.
Physical Demands and Work Environment
* Ability to set up and attend remote Zoom meetings is essential.
* Work is done primarily in an office environment (sitting or standing at a desk, using a computer and phone).
* Some travel to conferences is required.
* This position may occasionally be required to work outside of normal business hours to manage response to mission-critical, time-sensitive issues.
