JOB DESCRIPTION: Human Resources announces an opening for a 1.0 FTE Assessment Specialist located at the Syphax Education Center in the Welcome Center/Language Services Registration Center. This is a non-classroom-based position responsible for the English language proficiency assessment as well as literacy and math of students K-

  • RESPONSIBILITIES: Work is performed per guidance provided by the Virginia Department of Education, the U.S. Department of Education’s Office for Civil Rights (OCR), and the U.S. Department of Justice (DOJ). In addition to following Arlington School Board Policies and Policy Implementation procedures, departmental procedures and reporting requirements. School districts must fulfill their obligations under State and Federal law to ensure that English Learners (ELs) have equal access to high-quality education. Reviews student’s language information to determine whether he/she is eligible for English language proficiency assessments. In addition to the home language survey, the examiner reviews educational information and ELP assessment scores (if available) to determine the next steps. Administers assessment instruments to prospective English Learner students entering Arlington Public Schools in grades ranging from kindergarten through grade 12, or high school adults. Assessments include English proficiency (speaking, listening, writing, and reading); oral proficiency in Spanish for kindergarten and first grade Spanish speakers, native language literacy, English reading and writing as well as mathematics skills assessments for middle and high school students. Scores tests and determines stages of English proficiency, native language oral development, level of native language literacy, and mathematics skills development. Reviews students’ transcript, transcript evaluation and/or other educational records to determine which English Learner programs and program levels are best suited for a student identified as an EL. Recommends grade and program placement to the schools and completes assessment forms, including test results and recommendations. Shares all test results with parents, explains what it means to be eligible for services and gives an overall view of the APS EL program to families. Responds to school questions regarding students’ assessment process and test results. Enters data into the Assessment Tally, and oversees its completion. The Assessment Tally is a record of the students tested, and tests administered to each student. There is a tally for each school year, for statistical purposes, and to document student assessment status. Keeps up with new developments in APS curricula, Federal, State, or local mandates affecting English Language Learners. Participates in the adoption/development of new instruments, assessment forms, record keeping logs, reporting tools in collaboration with other offices in the Department of Teaching and Learning. Learns to administer new instruments, completes WIDA online professional learning, attends all professional development and informational meetings related to English Learners. Collaborates with registrars, other assessment staff members and the entire staff at the Welcome Center to provide high quality customer service to families seeking information about programs and services in Arlington Public Schools. Performs related work as required and/or assigned by the Welcome Center/Language Services Registration Center Coordinator. EXPERIENCE: Knowledge of computer technology utilization and data management process. Knowledge of policy and procedures for identification and placement of English Learners entering Arlington Public Schools. Ability to work as part of a team and establish positive relationship with co-workers and school personnel. Ability to communicate with students, families and colleagues of diverse cultural and linguistic backgrounds. Ability to communicate clearly and concisely in both orally and in writing. QUALIFICATIONS: Must have or be eligible for Virginia licensure.License to teach or hold EL K-12 positions preferred, but not required. Bilingual preferred, but not required. Dual endorsement in English as a Second Language and/or Special Education, or in any other content area, is preferred but not required . Strong customer service skills.
