The Center for Digital Government's Digital Cities Survey recognizes cities for their strategic and effective use of information technologies to serve their citizens and perform local government operations. The City is seeking an Information Technology Analyst to support and develop enterprise and departmental applications. The ideal candidate will have experience using Visual Basic or C# and Microsoft SQL Server, including SQL Server Integration Services and SQL Server Reporting Services.

Compensation Will Depend On Qualifications And Experience.

This position has flexibility for hybrid remote opportunities after 6 months and the completion of the departments non-virtual orientation and training.

Essential Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES Include The Following.

  • Works with users to design processes to satisfy their business needs;
  • Analyzes client departmental procedures and/or problem areas and takes part in feasibility studies for the potential application of information systems;
  • Designs complex programming solutions to satisfy customer needs;
  • Codes complex new solutions and modifies existing solutions in accordance with design requirements Tests new code for compliance;
  • Participates in the installation, configuration, implementation, operation, and maintenance of purchased software packages;
  • Coordinates minor releases to software applications, both in-house developed and packaged software;
  • Performs data analysis and data migrations;
  • Serves as a point of contact with third party software suppliers for application support and enhancements Develops, documents and maintains procedures for the efficient operation of application software;
  • Meets with user representatives and discusses operational problems/developments and related existing or potential computerized applications;
  • Provides design, development and implementation of integration and/or interface services between applications and systems.

ADDITIONAL DUTIES AND RESPONSIBILITIES Include The Following

  • Other duties to provide direct or indirect service to the citizens may be assigned.
  • When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery.

Qualifications

Minimum Education and Experience Required

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required. Education and/or Experience

  • A Bachelor's degree with a major in computer science, business management information systems or a related field and at least 2 years related experience performing business analysis and systems support for enterprise and departmental applications or equivalent in education and experience.
  • Proficiency in Microsoft Word and Excel.
  • Experience with Microsoft Visual Studio, Visual Basic, C#, ASP.NET (Web Forms and MVC), and Microsoft SQL Server is preferred.
  • Experience with ESRI, SharePoint, Power Automate, Power BI, Windows Server Administration, SQL Server Administration, Financial, HR and Work Management Systems a plus.

Additional Requirements

  • A valid Virginia State Driver's License is required with an approved driving record based on the City of Lynchburg criteria.
  • Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment.
  • May also be required to complete higher levels of NIMS training as determined appropriate for the position.
