Position Summary
The Application Analyst & Developer position will be filled at one of two levels below.
Senior level
At this level, you are responsible for the development, implementation, upgrade and support of software applications for SRSTC. Your responsibilities include:
* Performing business analysis, database design, applications architecture and design, development, testing, implementation, support, and maintenance of multi-user software applications and database systems used by the institution.
* Supporting the Electronic Health Records and all other mission critical, in-house-developed and purchased applications.
* Supporting application and systems development and implementation projects.
* Ensuring data integrity, security, backups, and maintaining acceptable applications performance.
* Performing data mining and writing custom reports from multiple mission-critical applications.
* Assisting in strategic planning in support of the overall development, implementation, testing, and maintenance of information systems.
* Participating in process improvement initiatives that require technology solutions or automation.
Specialist level
This level performs the duties described above at an advanced level and is responsible for leading the planning, development, implementation, upgrading and support of software applications for SRSTC.
Salary Information
* The level of the position and salary will be determined based on the qualifications of the selected candidate. The pay ranges for each level are:
* Senior level (Pay schedule and range 07/34): $34.00-$38.00 per hour
* Specialist level (Pay schedule and range 07/33): $39.00-$48.00 per hour
* A 12-month probationary period is required.
* This position is in the IS Systems Development Services classification series. Individuals hired at the senior level may have the opportunity to advance within the classification series as they gain experience and knowledge of DHS systems.
* Pay for current or former state employees is based upon the rules that apply to compensation for the applicable transaction.
Job Details
* All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.
* All appointees will be required to receive a TB test, which will be administered by SRSTC or medical personnel approved by the facility after their start date.
* DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.
Qualifications
Minimally qualified applicants will have all of the following:
* Experience in .NET applications design and development using development tools such as Visual Studio.
* Experience in database design and development using MS SQL Server or similar SQL-based database platforms.
* Experience writing data queries and reports using tools such as Tableau, SAP BI, or similar.
* Experience working on a software team using team development tools such as Git or Team Foundation Server/Azure DevOps Server.
Well-qualified applicants will have at least one of the following:
* Experience leading a team or workgroup in activities such as business analysis and requirements gathering, application design and development, testing, or deployment.
* Experience with interfacing data using standard messaging protocols such as HL7.
* Experience in secure coding practices such as Azure, MFA, AD, role-based, etc.
* Experience creating SharePoint forms and workflows.
