We also safeguard individuals and businesses against fraud. The Human Resources Office provides comprehensive programs for the Office of the Secretary of State. Programs include management consultations, policy administration/interpretation, recruitment/selection, classification, benefits administration, leave and time management, position management, salary administration, workers compensation, training, and employee relations.    SOS HR Office is looking for an Assistant HR Director to be part of our dynamic team. The Assistant HRD will be responsible for salary administration, qualifications, benefits administration, classification, and training for the Department of the Secretary of State. This position is also responsible for processing all personnel actions, such as new hires, separations, reallocations, leave of absences, etc. and position actions into the Integrated HR Payroll system. This position serves as backup to the Agency HR Director in the areas of Policy Administration/Interpretation, Employee Relations, Classification, Organizational Studies, and Job Design Consultations. This position will also assist in the areas of Recruitment, On-boarding, Off-boarding, Time and Leave Administration, Temporary request, NCVIP, LMS, Workers Comp, Payroll, and Unemployment Insurance. In the absence of the HR Director, the Assistant HRD will be required to attend meetings, training, and handle day-to-day HR matters. Qualified applicants must document on the application that they possess all of the following:  * Demonstrated knowledge/skills in applying and interpreting a wide variety of HR policies, procedures and practices. * Demonstrated knowledge in salary administration, benefits, time and leave administration,  processing OM and PA actions in the HR/Payroll system. * Demonstrated knowledge/skill of benefits, salary administration and classification. * Demonstrated knowledge of a Human Resources Information System (HRIS)/FIORI. * Ability to establish and maintain effective working relationships with employees and agency  leadership as well as internal and external customers. * Demonstrated ability to develop, organize and effectively communicate material in an  understandable and informative style. * Ability to handle confidential information discreetly and professionally. * Demonstrated ability to make sound decisions. Bachelor's degree, typically in Human Resources or related field from an appropriately accredited institution and 2 years of experience required; or High school or General Educational Development (GED) diploma and 5 years of progressive experience in Human Resources; or equivalent combination or education and experience.
