Introduction
The Maryland State Retirement Agency ("Agency") is the administrator of the Maryland State\nRetirement and Pension System ("System"). The System is a defined benefit pension plan covering\ngovernmental employees within the State of Maryland. The System has over 400,000 participants\n(customers), including 192,000 members who are actively employed and enrolled, 170,000 payees\nwho receive a monthly retirement benefit payment, and 40,000 vested members who are no longer\nactively employed but who have earned a benefit that will become payable at a future date. The\nagency is seeking to fill an Administrator I position within its Benefits Processing Unit.\nDuring the probationary period, this position will work 100% at the office of the Maryland\nState Retirement Agency. After the probationary/training period, and at the discretion of the\nUnit Supervisor and Director, this position may be eligible to telework one day per pay period.\n

Main Purpose of Job
This position serves as an Administrator in the operations of the reconciliation team in the\nReconciliation & Replacement Team. The incumbent reports to the Reconciliation & Revision\nTeam supervisor. The Reconciliation & Replacement Team handles reconciliation of retirement\napplications, retirement estimates, and retirement revisions updates. The team also completes\nreissuance of benefit payments, workers' compensation cases related to accidental disability\nretirements, and processing of liens, levies, and court ordered domestic relations orders. This\nposition requires critical thinking skills and the ability to use independent judgement in their daily\nresponsibilities. The incumbent should obtain and maintain and understanding of retirement law\nand the Code of Maryland Regulations as it applies to reconciliation of the nightly updates,\nreissuance of benefit payments, workers' compensation reviews, and processing of liens, levies,\nand domestic relations orders.\n\nThis position is responsible for maintaining a solid knowledge level relating to retirement law,\nregulations, policies and procedures. The incumbent uses independent judgement to apply\nAgency policies and procedures and makes recommendations to the Team lead on procedural\nand process improvements to ensure the Agency meets its goals. The incumbent works with the\nlead worker to periodically review and suggest modifications to standard operating procedures,\nchecklists, worksheets, and job aides as necessary.\nThis position facilitates the nightly processing updates of retirement applications, retirement\nestimates, and retirement revision transactions by preparing and/or reviewing monetary\nreconciliations to identify discrepancies in posted data. The incumbent also reviews incoming\nrequests for liens, levies, and domestic relations orders based on internal policies and\nprocedures, retirement law, and the Code of Maryland regulations. The incumbent may also be\nassigned workers' compensation cases to determine if any workers' compensation benefits\nrequire offset based on an award of accidental disability retirement. Finally, this position may also prepare/review unused sick leave recertifications to ensure the accuracy of sick leave credit.
POSITION DUTIES
\nReconcile nightly reports of retirement applications, retirement estimates, and retirement revisions updates.�\n\n This includes reconciliation of monetary values, reviewing posted data, utilizing worksheets to verify the calculation of the monthly retirement benefit, and all steps necessary for mailing of notices and document imaging.�\n\nPrepare/review incoming liens, levies, Domestic Relations Orders for processing.�\n\n Following a review of the incoming request, prepare the appropriate worksheets to calculate the lien, levy or Domestic Relations Order allocation. May also include preparing manual benefit payments for amounts owed.�\n\nPrepare/review workers' compensation cases for processing.�\n\n Prepare and/or review workers' compensation cases related to accidental disability retirement allowance. Includes contacting workers' compensation or the appropriate insurer to obtain information, preparing worksheets and supporting documentation to determine if an offset is required, and preparing written communication to notify the retiree.��\n\nIssue replacement and manual benefit payments.�\n\n This includes electronic funds transfer (EFT) failures, stop payment checks, staled dated checks, and returned checks in accordance with established procedures.\n\n\n\n\n\n\n\n
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate. \nExperience: Four years of administrative staff or professional work. \nNotes: \n1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. \n2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience. \n3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. \n4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.\n
DESIRED OR PREFERRED QUALIFICATIONS
* One year of demonstrated experience working with Microsoft Office software, including\nWord, Outlook, and Excel.\n\n\n- Two years of reconciliation experience, analyzing and interpreting accounting systems,\nrecords and reports.�\n\n\n- One year of calculating benefits (e.g. retirement, insurance, health, etc.) benefits payable.�\n\n\n- One year of experience creating or approving payments (vouchers).\n

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland. \n
