DST is looking for Accounting and Management Financial Advisors. These are full-time positions (40 hours per week) with State Benefits, including health insurance, paid vacation, paid sick time, paid holidays, as well as retirement.

About Us

The State and Local Government Finance Division manages the sale and delivery of most debt issued by the State and by local governments and public authorities and monitors the repayment this debt. The Division provides fiscal oversight of local governments and public authorities in North Carolina regarding their financial condition and compliance with governmental accounting standards, North Carolina General Statutes, and best practices in government finance. The Division serves as staff to the Local Government Commission (LGC), the North Carolina Capital Facilities Finance Agency (NCCFFA), and the Debt Affordability Advisory Committee (DAAC) in fulfilling their respective statutory functions and responsibilities.

The Accounting and Management Financial Advisors assess and monitor the fiscal health of more than 1,100 local governments in NC. Units are assessed to determine fiscal and operational health, compliance with NC state statutes, compliance with generally accepted accounting principles, and compliance with federal and State grant reporting requirements. The assessment is conducted primarily through a review of the annual independent audit submitted by each government, and also through a review and assessment of the annual financial information report (if applicable). Information is gathered also by providing technical assistance by phone or email, and by visiting directly with unit staff and their auditors.

Job Duties

  • Review a proportionate share of the 1,100 audited financial statements of local governmental units for fiscal health and conformance with Government Accounting Standards (GAAS), the federal Single Audit Act, and the State Single Audit Implementation Act.
  • Assist governments or their auditors on items related to governmental accounting, auditing, budgeting, North Carolina law, and other areas related to fiscal operations.
  • Assist with the development of training for NC local officials, auditors as well as State and Local Government Finance Division staff.
  • Assist with memorandums and Publications Research areas identified by management and develop web blogs, presentations, and memoranda to communicate how these complex authoritative documents, impact the accounting and reporting practices of NC local governments and public authorities.
  • Attend online and/or in person training as required by management.
  • Require occasional day travel to visit units of local government or attend training, about 10% of the positions time.

The Department of State Treasurer's campus is located on Atlantic Avenue, is surrounded by many shopping centers and restaurants, has access to a 24-hour 7-day a week free gym on the campus, and has free employee parking.

Knowledge, Skills And Abilities / Competencies

Qualified applicants must possess, and application must clearly reflect work experience that demonstrates the following:

  • Experience with governmental generally accepted accounting principles (GAAP).
  • Experience understanding or applying federal and state laws related to financial reporting and best practices.
  • Experience understanding financial data to determine the overall financial condition of a local government.

Management Preferences:

  • 2 years of experience directly with a local government or public authority in accounting, reporting, or budgeting.
  • CPA Certification
  • Knowledge of Governmental Accounting Standards Board (GASB) standards.
  • Knowledge of the NC Local Government Budget and Fiscal Control Act (G.S. 159 - Local Government Finance) and School Budget and Fiscal Control Act (Chapter 115C - Article 31).

Minimum Education And Experience Requirements

Bachelor's degree in accounting, business administration, finance or public administration or a related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework; and four years (4) of professional accounting/auditing experience in the preparation of interpretive or analytical accounting/ financial statements and reports;

OR

equivalent combination of education and experience.
