This position is responsible for leading and managing the Shanghai Disney Resort Walt Disney Imagineering (WDI) Contract Administration team in charge of the Sourcing and Procurement (S&P) of contractors, consultants, show sets, materials or ride together with the associated pre- and post-award contract administration.
Pre-contract
CORE FUNCTION & RESPONSIBILITIES:
Supervises the pre-qualification of all Consultants, Vendors and Contractors;
Overseas the preparation of Requests for Proposals or Invitations to Bid and the overall bidding process;
Leads the evaluation of bids, negotiation of price, scope, terms and conditions, schedule, and approves the final award recommendations;
Supervises the preparation of contract documents and secures execution of same.
Post-contract
Leads the negotiation, drafting and issuance of Change Orders, Settlement Records, Supplemental Agreements, contra charges, cost and Extension of Time (EOT) claims (claims avoidance and mitigation) and issuance of critical project correspondence;
Approval of Monthly Payment and Completion Certificates;
Leads the contract close-out process.
General Administration
Supervises Pre-qualification Reputation Checks and approvals (FCPA) where applicable;
Supports the implementation of International Labor Standards (ILS);
Provides commercial advice to the Risk Management Team regarding the implementation of the Owner’s Insurance Schemes;
Approval of Bonds, Payment Guarantee’s, Undertakings and Warranties.
Leadership Skills
Detailed knowledge of Shanghai Public Tendering Policies and Procedures; Local Design Institute (LDI) design, construction and complex goods and equipment;
Proven ability to manage large contract administration teams;
Ability to represent S&P in WDI core team meetings;
Experienced with interfacing, partnering and consulting with counterparts across the various WDI disciplines as well as S&P internal leadership;
Chairs or participates in executive meetings with contractors and vendors;
Capability to develop new procurement strategies and delivery models;
Ability to deliver savings to the company through strategic sourcing.
Technical Skills And Requirements
Minimum of 20 years of experience in the construction contract administration profession (or equivalent);
Proven problem-solving ability; applies sound judgement and good business sense; can see hidden problems; can think globally;
Detailed technical knowledge applicable to WDI’s services is preferred;
Proven knowledge of contract drafting, execution and implementation;
Ability to effectively communicate with respect, diplomacy and tact in a variety of settings and styles, both internally and externally;
Ability to learn quickly and work effectively in a fast-paced, project-based environment;
Ability to build and maintain constructive and effective relationships;
Strong organizational, planning, analytical, negotiation and conflict resolution skills;
Ability to draft Key Performance Indicators (KPI’s) for inclusion in contracts;
Experienced in dispute resolution; Mediation and Arbitration.

Desired Qualifications
A member of the Hong Kong Institute of Surveyors (HKIS) or Royal Institution of Chartered Surveyors (RICS) or similar is essential;
Experience in a strategic sourcing and Public Tendering environment in Shanghai is essential;
Experience with procurements related to theme parks and resorts would be an advantage;
An architectural, engineering, or construction background would be an advantage;
High level of proficiency in both written and spoken English is essential and proficiency both written and spoken Mandarin would also be.
