Summary

The Texas General Land Office is seeking a Director IV ( Director of IT Operations ) within the Information Technology Services Department of the agency.

The ( Director of IT Operations ) performs highly advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning. Work involves establishing the strategic plan and goals and objectives; developing policies, procedures, and guidelines; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities and/or business functions; and reviewing and approving budgets within a department or division. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

The Director of IT Operations is a critical leadership role responsible for overseeing and guiding the strategic planning and execution of the agency’s IT operations environment. This position performs highly advanced (senior-level) managerial work, including developing and executing the strategic vision, goals, and objectives for IT operations to align with organizational priorities and enable business success.

This role leads the development and implementation of operational strategies that ensure the stability, performance, and scalability of the agency’s infrastructure and enterprise services. The Director is responsible for aligning daily operations with long-term technology goals, with an emphasis on service quality, operational efficiency, risk management, and continuous improvement.

Key responsibilities include governing infrastructure and support service standards, managing operational budgets and vendor relationships, and optimizing IT service delivery to meet evolving business demands. The Director plays a central role in maintaining cybersecurity readiness, ensuring regulatory compliance, and driving innovation in infrastructure and support systems. The position also champions workforce development—recruiting, mentoring, and retaining high-performing IT operations teams while fostering a culture of accountability, service excellence, and agility.

Work is performed under minimal supervision, with extensive latitude for initiative, decision-making, and independent judgment.

What Your Contributions To The GLO Will Be

  • Provide leadership for all operational aspects of IT service delivery, including infrastructure, networks, platforms, and enterprise support systems. Drive the strategic vision for operations that emphasizes high availability, performance, and user satisfaction. Ensure technology operations are aligned with agency goals and support mission-critical functions.
  • Develop and enforce operational policies, cybersecurity frameworks, and disaster recovery protocols. Ensure alignment with state regulatory requirements and internal governance standards. Oversee risk mitigation strategies, operational continuity planning, and security incident response to protect the integrity of agency systems and data.    
  • Recruit, mentor, and manage skilled IT operations professionals. Foster a culture of service excellence, innovation, and accountability. Support workforce development through coaching, succession planning, and professional growth opportunities. 
  • Lead financial management activities for IT operations, including budget development, forecasting, and cost optimization. Ensure resource allocation supports strategic initiatives and operational efficiency. Monitor spending and performance metrics to ensure fiscal accountability and ROI.
  • Manage vendor contracts and performance for services such as managed infrastructure, hosting, and support. Develop statements of work (SOWs), define service-level requirements, and ensure contractual compliance. Cultivate relationships with external partners to enhance service reliability and capacity.
  • Participate in enterprise planning activities and interdepartmental initiatives. Provide operational input into agency-wide strategy development and planning efforts, ensuring the IT operations function remains aligned and responsive to broader organizational needs.

Qualifications

Minimum Qualifications:

  • Bachelor’s degree from an accredited four-year college or university with major coursework in computer science, information systems, computer engineering, or a related field. Equivalent IT leadership experience may substitute for the degree requirement, at a rate of one year of professional experience for each year of education.
  • 10 years of progressive professional experience in IT leadership, IT operations, or a related field.
  • Experience leading or working within IT operations teams supporting enterprise environments across multiple locations.
  • Experience in vendor management and capacity planning, particularly in scaling IT operations within a growth-focused environment.
  • Experience in audit management, compliance, and information security, with a proven ability to ensure organizational adherence to regulatory and industry standards.
  • Experience working across diverse lines of business, with a strong business acumen and the ability to align IT strategies with organizational priorities and operations.

Physical Requirements

This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.

Preferred Qualifications

  • Bachelor’s degree from an accredited four-year college or university with major coursework in computer science, information systems, computer engineering, or a related field.
  • Master’s degree from an accredited college or university with major coursework in computer science, information systems, computer engineering, business administration, management, or a related field.
  • Experience in recruiting, developing, and managing team members, with a demonstrated ability to coach, mentor, and build high-performing teams.
